OE Solar is seeking a highly organized, detail-oriented Proposal Writer / RFP Specialist to support our growing renewable energy and construction team. This role is responsible for developing clear, compelling, and competitive proposals for public and private-sector construction opportunities, including RFPs, RFQs, and competitive bids.


The ideal candidate is an experienced writer who thrives in a deadline-driven environment, understands construction or EPC workflows, and excels at coordinating complex proposal submissions across multiple internal teams. This position plays a critical role in helping OE Solar win new work by clearly communicating our expertise, qualifications, and value.


Proposal & RFP Development

Lead the development and submission of all RFP, RFQ, and BID responses, ensuring accuracy, compliance, and on-time delivery
Identify, track, and manage proposal opportunities across multiple procurement and bid platforms
Review and analyze solicitation documents, technical requirements, scopes of work, and evaluation criteria
Write persuasive, customized proposal narratives that align with client needs and scoring requirements
Prepare, assemble, format, and submit all required documents including pricing sheets, forms, appendices, and supporting materials
Manage electronic submissions and maintain logins/credentials for procurement portals
Maintain and continuously improve proposal templates, boilerplate content, resumes, project descriptions, and company qualifications

Project Coordination & Content Management

Schedule and lead proposal kickoff meetings; manage schedules, assignments, and internal deadlines
Collaborate with Project Managers, Engineers, Marketing, Sales, and Subject Matter Experts to gather technical content and supporting information
Coordinate inputs such as project descriptions, references, site photos, resumes, certifications, and technical documentation
Ensure consistency, accuracy, and quality across all proposal sections and contributors
Maintain a centralized content library and organized digital filing system for proposal and marketing materials
Track proposal status, submission history, deadlines, revisions, and follow-up actions
Attend pre-bid meetings, site walks, and RFP informational sessions as required

Writing, Editing & Quality Control

Write and edit proposal narratives, qualifications packages, capability statements, and procurement-related documentation
Apply strong proofreading and editing skills to ensure clarity, accuracy, consistency, and compliance
Adapt tone and messaging to suit public-sector, private-sector, and utility clients
Ensure all submissions meet internal brand standards and applicable state or agency procurement requirements

Requirements
Qualifications

3–5 years of professional experience in proposal writing, RFP development, technical writing, or copywriting
Experience in construction, solar, renewable energy, engineering, or EPC environments strongly preferred
Exceptional written English skills; degree in English, Communications, Journalism, or a related field preferred
Working knowledge of government and public-sector procurement processes (RFP/RFQ/BID)
Familiarity with state or municipal procurement requirements (New York experience a plus)
Proficiency in Microsoft Office (Word, Excel, PowerPoint) and Adobe Acrobat
Strong organizational and time-management skills with the ability to manage multiple deadlines
Excellent interpersonal, written, and verbal communication skills
