While primarily virtual, some limited in-person training will occur in the Bay Area. As part of our mission, we are seeking one or more experienced Energy Financing Trainers for Municipal Facilities Staff on a contract basis. This role will focus on educating municipal staff on energy financing.


Contract Opportunity:


We are seeking a knowledgeable and engaging trainer to develop and deliver “Public Sector Energy Financing 101”—a practical training program designed for local government staff navigating the landscape of energy-efficiency and decarbonization funding. This is a part-time, project-based contract role ideal for a professional with deep expertise in public sector energy finance and a track record of making complex topics accessible to government audiences.


Local governments across the Bay Area are actively seeking ways to fund building upgrades and electrification projects—but many staff members lack the foundational knowledge to evaluate and pursue available financing options. You’ll help change that.

Requirements

Key Responsibilities:


You will develop and facilitate training sessions on public-sector energy financing strategies and tools. Specific responsibilities include:


• Designing curriculum tailored to the needs of local government staff, including finance, facilities, and sustainability personnel in public agencies such as cities, counties, school districts, and special districts


• Delivering engaging training sessions that build participants’ real working knowledge of energy financing tools, not just conceptual overviews


• Covering topics such as:


◦ Energy efficiency and decarbonization financing mechanisms (e.g., on-bill financing, green bonds, PACE, revolving loan funds, state and federal grant programs)


◦ Designing and implementing energy financing projects in local government settings


◦ Load shifting, demand management, and performance contracting basics as they relate to financing structures


◦ Procurement requirements and compliance considerations unique to public agencies


• Adapting content to the specific financing context and priorities of participating agencies


• Supporting participants in understanding how to evaluate financing options and build internal cases for adoption




Qualifications:


We are looking for trainers who combine deep subject matter expertise with the ability to translate technical and financial concepts into clear, actionable instruction. Qualified candidates will demonstrate strength in the following areas:


Public Sector Energy Financing Technical Expertise


Direct experience with energy efficiency and decarbonization financing tools is essential. Strong candidates will demonstrate:


• Familiarity with a range of public sector energy financing mechanisms, including but not limited to:


◦ On-bill financing and on-bill repayment programs


◦ Property Assessed Clean Energy (PACE) for public/commercial facilities


◦ Green bonds and sustainability-linked debt instruments


◦ State and federal grant programs (e.g., IRA, IIJA, CERF, SGIP)


◦ Revolving loan funds and internal capital planning approaches


◦ Energy Savings Performance Contracts (ESPCs) and Utility Energy Service Contracts (UESCs)


• Hands-on experience designing and implementing energy financing projects within local government or public institutional settings


• Strong understanding of how financing structures align with decarbonization goals, capital planning cycles, and public procurement requirements



Local Government Knowledge & Experience


Direct experience working in or with local government is a significant asset. Ideal candidates have:


• Worked directly with or within cities, counties, school districts, water districts, transit agencies, or other public entities on energy-related financing or procurement


• An understanding of the budget cycles, approval processes, and political dynamics that shape how local governments evaluate and adopt new financing tools


• Experience with Bay Area jurisdictions is highly valued, though not required





Training & Communication Skills


Candidates must be comfortable designing instructional content and leading sessions for working professionals in local government settings, including:


• Developing training materials (slide decks, job aids, case studies, worksheets) that translate complex financing and technical content into clear, actionable guidance


• Facilitating group training sessions in a way that engages participants, welcomes questions, and adapts to varying levels of prior knowledge


• Drawing on real-world field experience to ground instruction in practical examples and relatable scenarios
