The position requires expertise in Company regulatory policies, procedures and rate tariffs, as well as strong analytical, and written and oral communication skills. The Senior Manager-Energy Procurement represents Rhode Island Energy before regulatory agencies and their staff and facilitates communication between Company personnel and regulatory agencies. This role is responsible for the development and execution of energy procurement programs that adhere to all applicable state, ISO, and federal rules.ResponsibilitiesEssential Functions :Primary Responsibilities:Develops strategies, both proactive and reactive, to influence the outcome of regulatory, legislative, and public policy initiatives and proceedings.Leads a team that monitors, analyzes and communicates regulatory developments, including specific business activities, initiatives and public policy trends, to identify potential threats and opportunities to Rhode Island Energy’s customers and share owners and advises senior leadership on strategies to mitigate risks. Oversees the development and implementation of policy and actionable programs in anticipation of regulatory and legislative requirements.Oversees the RIE long-term clean energy programs, wholesale programs, and Renewable Energy Credit (REC) programs, and other ad hoc electric energy procurement opportunities. Manage energy plans development and execution for RIE’s generation service supply (last resort service), including conducting wholesale energy and REC auctions, RFP development and implementation, supplier management and communications.Oversee energy market analysis, focusing on the impact and opportunities surrounding various procurement strategies, forecasting the state of wholesale market prices, and forecasting and completing sensitivities of prospective energy auction results. This includes providing guidance and recommendations to senior leadership and communicating direction upward and downward within the organization as well as to external stakeholders.Leads the development of communications, reports, white papers, presentations, and other communications to internal and external audiences, at all levels, to explain and influence regulatory and public policy developments, their implications, and recommend courses of action.Provides expert testimony and leads responses to information and data requests in the context of formal regulatory proceedings.
