The Global Green Growth Institute seeks a Samoa CBIT GHG Inventory Consultant to enhance Samoa's GHG inventory and transparency reporting systems. The consultant will develop data-sharing agreements, standard operating procedures, and sector-specific GHG estimation templates. This role involves training national stakeholders and contributes to the Samoa Capacity Building Initiative for Transparency project, which aims to strengthen institutional capacities for UNFCCC compliance.
Samoa CBIT GHG Inventory Consultant The Global Green Growth Institute (GGGI) is a treaty-based international, inter-governmental organization dedicated to supporting and promoting strong, inclusive and sustainable economic growth in developing countries and emerging economies.


TheGGGI is co-executing the Samoa Capacity Building Initiative for Transparency (CBIT) Project with the Climate Change Division (CCD) of the Ministry of Natural Resources and Environment (MNRE), with financial support from the Global Environment Facility (GEF) and the United Nations Environment Programme (UNEP) as the GEF Implementing Agency.


The project aims to strengthen the institutional and technical capacities of Samoa to fulfill its United Nations Framework Convention on Climate Change (UNFCCC) reporting and transparency obligations by aligning national reporting systems with the Paris Agreement's ETF requirements.
The project is structured into three components, designed to 1) formalize institutional coordination mechanisms, 2) implement an IT-based Greenhouse Gas (GHG) inventory and Nationally Determined Contributions (NDC) tracking system, and 3) establish a sustainable capacity-building strategy.


The project focuses on addressing key barriers identified in Samoa's climate transparency and Enhanced Transparency Framework (ETF) reporting, including inadequate institutional arrangements, a lack of robust GHG inventory system and NDC monitoring tools and systems, and limited awareness regarding the ETF and climate change.
This consultancy assignment aims to address the limitations in GHG inventory preparation by establishing national-specific and customized tools and methodologies, and QA/QC guidelines required for a high-quality, timely national GHG database.


Through this consultancy, the consultant will contribute to formalizing Samoa's GHG data management and coordination system, building upon existing efforts and projects on climate transparency.
Leveraging prior works and by reviewing specific data requirements, information flows, and identifying existing gaps, the consultant will establish data-sharing agreements, which will be validated and adopted by participating ministries to ensure long-term transparency and collaboration.
To strengthen data accuracy and the verification process, the consultant will develop the data estimation templates and tools for GHG inventory calculation, customized to the national context, along with a QA/QC plan and procedural guidelines.
Finally, the consultant will develop the training materials for activity data collection, GHG estimation calculations, QA/QC for GHG inventory preparation and perform training for national stakeholders.


To achieve the project objectives, GGGI is seeking a GHG Inventory Consultant to contribute to technical outputs under the GHG inventory component and data sharing mechanisms.
The primary objectives of this assignment are:


Develop data-sharing agreement(s) for the activity data for GHG inventory preparation.
Develop standard operating procedures (SOPs) for activity data collection.
Develop sector-specific GHG estimation templates and corresponding SOPs, aligned with Intergovernmental Panel on Climate Change (IPCC) methodologies applicable to the relevant IPCC sectors of Samoa.
Develop QA/QC plan and procedural guidelines for GHG inventory preparation for relevant IPCC sectors.
Develop training materials and facilitate capacity building training workshops for national stakeholders on data collection, GHG inventory preparation and QA/QC.
Facilitate a validation workshop for finalizing the data-sharing agreements.
The consultant will work in close collaboration with the Samoa CBIT Project Officer.
Under the overall guidance of the CBIT Project Manager and in close coordination with the CCD of MNRE, the Consultant will undertake the following tasks and deliverables:

All deliverables must be submitted in English.
Any data and information collected as part of this consultancy must be submitted to GGGI and the CCD, MNRE, ensuring confidentiality of unpublished government information and complying with GGGI's and the Government of Samoa's data protection, ethics and safeguarding policies.
All data and information collected and/or generated as part of this consultancy (including datasets, interview/consultation records, and draft and final outputs) shall be the property of the Ministry of Natural Resources and Environment (MNRE) and GGGI.
