Job Description

The Community Engagement Manager for the City of Indianapolis and Marion County will facilitate sustainability programs, manage stakeholder relations, and coordinate outreach initiatives. Responsibilities include program development, community engagement, grant writing, and communication management. A bachelor's degree in a related field and at least one year of experience in environmental management are required. The position is based in Indiana and does not offer remote work.
Position Summary

Position is responsible for the facilitation and development of municipal sustainability programs and initiatives including the planning, coordination, development, and delivery of learning resources, creative services, outreach programs and events at the community level. Overall responsibilities include day-to-day information and communication management, grant development and coordination (federal, state and local) and stakeholder relations.

Position Responsibilities

Schedule, implement, and periodically develop new community-based programs, partnerships, and other
engagement initiatives.
Identify, initiate, and deepen relationships with various community stakeholders and media partners. Advance community awareness into new populations on a regular basis, and serve as the primary contact for external community partners.
Implement meetings, surveys, and other ways for communicating with, and receiving feedback from, the community about OoS and its initiatives.
Attend community meetings on behalf of the OoS to hear community concerns, provide information about
community engagement, and advocate for public's participation.
Attend non-OoS programs and events relevant to understand community interests and activities.
Develop and maintain a database of stakeholders. Includes administrative needs and communication with any sustainability working/ advisory groups or steering committees.
Create mechanisms for internal and external evaluation of programs and engagement initiatives.
Develop and distribute information to the community and broader public through multiple channels.
Distribute information to OoS staff, City Departments and volunteers regarding engagement activities.
Develop briefing materials and talking points for Director of Sustainability and other leadership as needed to regularly present at public events.
Assists in the identification of funding opportunities to enable implementation city sustainability projects, including grant writing, administration, and reporting as needed.
Track outcomes, data, outputs and budget expenditures and ensure assigned projects are attaining goals and objectives within the projected timelines, making adjustments with required entities as necessary.
Manages contracts and grant agreements, and coordinate efforts between city, contractors and grantees to ensure a cohesive approach towards a more sustainable Indianapolis.

Qualifications

Bachelor's degree in marketing and communications, environmental science, sustainability, environmental engineering, urban planning, or a closely related field and a minimum of one (1) year experience in an environmental field is required. Any combination of education and experience in environmental management/planning equal to five (5) years is acceptable. Experience with, program management, policy development and public outreach is preferred. Effective oral and written communication is required. Interactions with others require a high degree of courtesy, tact, diplomacy and sound judgment. Ability to work independently. Ability to work with governmental employees at the policy, administrative, technical, and support levels. Also works with representatives of other governmental agencies, businesses and institutions, and with the general public. Must follow all policies and guidelines of the City and ensures highest ethical standards are met. Ability to coordinate the staff of other divisions or departments for specific projects.

Independent Judgment

Independent judgment is regularly utilized when there are no available policies and procedures and errors in judgment may cause inconsistencies as well as regulatory conflicts, and financial loss to regulated sources and the city.
