The Western Riverside Council of Governments (WRCOG) is seeking a part-time I-REN Energy Fellow in Riverside, CA. The Western Riverside Council of Governments (WRCOG) is hiring a part-time I-REN Energy Fellow in Riverside, CA. The Paralegal will assist attorneys with litigation and transactional work, including legal research, document preparation, and case management. Qualifications include two years of paralegal experience and completion of an ABA-accredited program. The role requires strong communication and legal writing skills, with an emphasis on collaboration with city officials and legal counsel.
Definition
Under general supervision, the Paralegal assists attorneys in the preparation and coordination of all stages of litigation and transactional work in the City Attorney’s Office.
The City is currently recruiting for one part-time position, estimated to work an average of 30 hours/wk.
Essential Duties
Duties may include, but are not limited to, the following: Researches, gathers and compiles data on various legal issues, statutes, rules, precedents, facts, evidence, codes, public records, contracts, ordinances and resolutions for the preparation of cases, legal documents and legal citation references to assist attorneys; drafts and reviews agreements, resolutions, ordinances and other legal documents for accuracy; acts as liaison between City Attorney, Risk Manager and outside legal counsel for tort claims processing, discovery, trial preparation including witnesses, depositions and courtroom logistics; prepares deposition summaries, trial exhibits, evidence, notebooks and other related materials; meets with members of the public to discuss and resolve disputes related to municipal code enforcement; delivers, files, and picks up documents from various courts, law offices and other locations; communicates with elected public officials and their staff, law firms, companies and organizations doing business with the City; and performs related duties as assigned.
Qualifications
Knowledge of: Applicable state and federal legal principles and procedures; legal terminology and procedures; applicable court rules, time deadlines and other related requirements; principles and methods of legal writing and documents preparation; advanced English language usage, spelling, grammar and punctuation; and modern office procedures, methods, computer equipment and software.
Ability to: Coordinate and implement case discovery tasks; effectively research and extract pertinent data from a variety of sources; read, interpret and apply pertinent codes, laws, ordinances and statutes; draft and review a variety of legal documents; provide effective assistance with trial preparation and at trial; work independently; communicate clearly, concisely and effectively, both orally and in writing; appear for work on time; follow directions from a supervisor; understand and follow posted work rules and procedures; accept constructive criticism; and establish and maintain cooperative working relationship with those contacted in the course of work.
Experience & Education and License/Certificate
Required
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience: Two years of responsible journey-level paralegal experience.
Training: Equivalent to satisfactory completion of a program in paralegal or legal assistant studies from an American Bar Association accredited institution. Successful completion of at least two years of education at an ABA accredited law school may be substituted for the completion of a paralegal or legal assistant program.
Certificates/Licenses: Possession of, or ability to obtain, a California driver’s license.
This position is Part-time/Seasonal and is provided the following minimum benefits:
Depending on the assignment, part-time employees are enrolled in either the Public Agency Retirement System (PARS) OR Public Employees Retirement System (PERS) beginning on their first day of employment.
For employees enrolled in PARS, the total defined contribution to the plan is 7.5% of your compensation of which the City pays 3.75%.
For employees enrolled in PERS, the retirement formula is based on appointment date and membership status with CalPERS as follows:
TIER 2 Employees (existing CalPERS members hired 1/1/13 or after with less than a six-month break in service OR employees hired on 1/1/13 or after with current membership in a reciprocal CalPERS agency with less than a six-month break in service) shall contribute 13% of pay toward retirement costs with a retirement formula of 2%@60 calculated on the average 36 months' salary.
TIER 3/PEPRA Employees (new CalPERS Miscellaneous members hired 1/1/13 or after) shall contribute 13% of pay toward retirement costs with a retirement formula of 2%@62 calculated on the average 36 months' salary.
• Pension contribution limitations set by PEPRA are currently $161,969 for new members or $305,000 for classic members.
The City does not participate in the federal Social Security program. Your benefits may be reduced if you work for an employer who does not withhold Social Security taxes from your salary.
Medicare: Federal mandate requires all employees hired or rehired by any government agency on or after April 1, 1986 to participate in Medicare. The City matches the employee's Medicare contribution, which is 1.45% of salary. Enrollment and deduction amounts are subject to change based on negotiated terms and additional laws.
