Job Description
The State of Hawaii is seeking Hydrologists I-V for the Department of Land and Natural Resources in Downtown Oahu. The role involves processing permits for water use, conducting inspections, and developing regulatory procedures. Applicants must be U.S. citizens or have unrestricted employment authorization. Knowledge in natural resource management, hydrological principles, and data analysis is preferred. Salary is based on experience.

Duties Summary
The primary purpose of this position is to provide general expertise for the regulatory functions of the section by processing permits for well construction, pump installation, and water use, and recommending action in compliance with applicable laws, rules, and standards. This position also conducts inspections and investigations, responds to public and information requests, assists with the development and implementation of regulatory procedures and standards, and performs other duties as assigned.
Minimum Qualification Requirements
Citizenship Requirement: Applicants must be citizens, permanent resident aliens, or nationals of the United States. Non-citizens with unrestricted employment authorization from the U.S. Immigration and Naturalization Service may also apply.
RECOMMENDED QUALIFICATIONS:
Knowledge of: Principles and practices of natural resource management, including design and environmental research studies; hydrological or hydrogeological principles and practices; survey and data collection principles and practices; water balance and water budget principles and practices; mathematical and statistical computations and analyses principles and practices; Hawaiian natural history; personal computers; and computer-based word processing, spreadsheet, and database programs. Clear understanding of the protection and management of water as a public trust resource, including public trust protected uses.
Preferred knowledge of: Principles and practices of drought planning, water conservation planning, and natural resources planning; water audits and loss control; water utility operations; hydraulic principles and practices; hydrological or hydrogeological principles and practices; familiarity with the State of Hawaii procurement code and contracting practices.
Skills/Abilities to: Ability to read and comprehend complex materials such as laws, rules, and regulations, write technical reports, organize work, express ideas orally, and use analytical methods and tools. Knowledge of human relations, English grammar, statistics, and research methodologies and techniques. Conduct field investigations and scientific analysis of information gathered and report the outcome in a clear and concise manner in written and oral forms. Organize and facilitate group meetings and deal effectively with people in accomplishing the assigned tasks, duties, and responsibilities. Working knowledge of Microsoft Office products, including Excel, Word, and PowerPoint. Conduct hydrologic studies and projects; understand and apply statistical concepts and methods and techniques used in hydrologic analyses; read and comprehend a broad range of subjects; collect, correlate, evaluate and analyze facts and develop sound conclusions therefrom; communicate effectively both orally and in writing to individuals at various levels in government, private sector and the public; maintain effective working relationships with others.
Recommended Education: Graduation from a school of engineering or physical science in an accredited college or university, with coursework in hydrology, water resources management, geology, or climatology. Preference will be given to applicants with advanced degrees or coursework in Engineering, Hawaiian Studies, and/or traditional Hawaiian resource management, Urban and Regional Planning, public administration, business administration, geography, political science, or other social sciences.
Recommended Specialized Experience: None (0) for the I level, one (1) year for the II level, two (2) years for the III level, three (3) years for the IV level, and for the V level, four (4) years of progressively responsible professional hydrology/climatology experience.
For the II level and above, experience must show actual involvement in and responsibility for: 1) the integration of information including the consideration of relationships among resources, facilities, services, needs and values for the development of policy options, alternatives for action, programs and priorities to meet goals and objectives for a given geographic area of concern; 2) advising and assisting agencies and administrators on hydrologic concepts and methods, providing technical information and analysis for hydrologic issues; and 3) formulation and presentation of plans and policy recommendations including alternatives and consequences of alternative actions to decision makers.
Preferred specialized experience includes conducting and validating water loss audits, water conservation planning, drought planning, natural resources planning, research, project management, auditing, hydraulics, hydrology, public outreach and education, geographic information systems, procurement and contract preparation, or a combination of any of the aforementioned disciplines.
Substitutions Allowed:
A master’s degree from a school of engineering or physical science in an accredited college or university, with coursework in hydrology, water resources management, geology, or climatology, may substitute for 2 years of experience.
A doctorate from a school of engineering or physical science in an accredited college or university, with coursework in hydrology, water resources management, geology, or climatology, may substitute for 3 years of experience.
Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant’s overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that they have the ability to perform the duties of the position for which they are being considered.

This position is exempt from the civil service and considered temporary in nature.
