Summary

This vacancy is for a GS-0028-12/13, Environmental Protection Specialist located in the Department of Homeland Security, U.S. Coast Guard, ALC SAFETY/ENVIRONMENTAL STAFF in ELIZABETH CITY, North Carolina.

Duties

Help

As a/an Environmental Protection Specialist you will serve as the Environmental Management Representative (EMR) and the manager/coordinator of all environmental issues affecting the ALC. In addition, you will also serve as the ALC subject matter expert on air quality, storm water, wastewater, hazardous waste, recycling, pollution prevention (P2), tank management, spill response and mitigation, material waste minimization, sustainability and all aspects of Environmental Management Systems.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

Ensuring ALC maintains compliance with federal, state and local regulations, DHS and USCG Directives including Air Quality, Resource Conservation Recover Act (RCRA), National Environmental Policy Act (NEPA), tank monitoring program, and Wastewater Discharge Permits held by Base Elizabeth City.Being an ALC Pollution Prevention (P2) Representative, establishing and maintaining a system of processes and standards for pollution prevention, under the direction of Base Elizabeth City, performing P2 Opportunity Assessments for ALC.Reviewing projects, chemicals and equipment change requests for compliance with all environmental requirements, ensuring complete and accurate request packages are submitted to BASE ECO for concurrence.Evaluating and managing the ALC environmental master plan, management systems and environmental compliance inspections.Developing and maintaining ALC instructions and Process Guides in support of environmental programs at ALC.Developing and delivering environmental training to ALC personnel, as appropriate, including hazardous materials and waste, P2, spill prevention and response and ISO 14001 Environmental Management Systems.Functioning as ALC liaison for federal, state, local agencies, DHS, Coast Guard Headquarters and Elizabeth City Commands.

Qualifications

QUALIFICATIONS REQUIREMENTS:

To qualify for this position, you MUST meet all of the following requirements by the closing date of this announcement.

MINIMUM QUALIFYING SPECIALIZED EXPERIENCEis experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

GS-12: In order to qualify for this position at the GS-12 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service.

Examples of the minimum qualifying specialized experience equal to the GS-11 level include performing the following types of tasks on a regular and recurring basis:

Assisting with planning and reviewing engineering projects to evaluate potential environmental problems.

AND

Interpreting environmental policies, laws and/or programs in order to provide program recommendations.

GS-13: In order to qualify for this position at the GS-13 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service.

Examples of the minimum qualifying specialized experience equal to the GS-12 level include performing the following types of tasks on a regular and recurring basis:

Leading teams to accomplish environmental related projects.

AND

Managing projects related to industrial facilities.
