Adam Smith International is seeking an Associate for the Provincial Climate Budget Tagging in Khyber Pakhtunkhwa, Pakistan. This role involves supporting climate and gender budget tagging, coordinating with stakeholders, and assisting in analysis and workshops to implement the tagging activities effectively. The position is part of the REMIT programme aimed at enhancing public financial management and accountability in line with climate and gender commitments.
Associate (Khyber Pakhtunkhwa) – Provincial Climate Budget Tagging


Background The Revenue Mobilisation, Investment and Trade (REMIT) is a multi-year (2021–2027) programme funded by the UK's Foreign, Commonwealth and Development Office (FCDO) and implemented by Adam Smith International (ASI). REMIT provides technical assistance to the Government of Pakistan to strengthen macroeconomic stability, improve growth conditions, and enhance poverty reduction efforts.


A central part of this work is the development and institutionalisation of Climate Budget Tagging (CBT) and Gender Budget Tagging (GDT), which systematically classify, track, and report climate- and gender-relevant public expenditures at the federal and provincial levels. CBT and GDT aim to strengthen transparency, accountability, and alignment of public spending with Pakistan's commitments under frameworks such as the IMF's Resilience and Sustainability Facility (RSF), the Paris Agreement, the Sendai Framework, and SDG 5 on gender equality.


Activity Context The Government of Pakistan has prioritised transparent, accountable, and climate-resilient public financial management. As part of this agenda, REMIT is supporting the institutionalisation of Climate Budget Tagging (CBT) and Gender Budget Tagging (GDT) – systems for identifying, classifying, and reporting on climate- and gender-related public expenditures across all levels of government.


Following successful implementation at the federal level across three budget cycles (FY 2022–23 to FY 2024–25), and in line with the IMF's Extended Fund Facility (EFF) benchmarks, REMIT has expanded the initiative to all four provinces and two regions. The Ministry of Finance has requested REMIT to work with the provincial and regional governments of Punjab, Sindh, Khyber Pakhtunkhwa, Balochistan, Azad Jammu & Kashmir, and Gilgit-Baltistan to carry out climate and gender budget tagging of their budgets.


Khyber Pakhtunkhwa faces significant climate vulnerabilities including glacial lake outburst floods and extreme weather events. As part of this REMIT-supported activity, the KP Finance Department has nominated focal persons, integrated CBT and GDT provisions into the Budget Call Circular, and conducted training for line agencies. Tagging of the non-development budget has been completed.


The remaining work covers: tagging of development budgets (PC-1s), finalization of the FY 2026-27 tagged budget, preparation of climate and gender budget statements, institutionalisation workshops, FABS integration, and analytical reporting.


Job Summary The Associate – Provincial Climate Budget Tagging (Khyber Pakhtunkhwa) will conduct the climate and gender tagging of development budget and support Senior Specialists and the REMIT team in coordinating the regional climate and gender budget tagging, documenting institutional inputs, and organising stakeholder engagements. The Associate will also assist in preparing analysis, reviewing documentation, and supporting the delivery of workshops and consultations to ensure smooth implementation of the provincial Climate and Gender Budget Tagging activity in Khyber Pakhtunkhwa.


Duties and Responsibilities The roles and responsibilities of the Associate include but are not limited to:


Conduct the climate and gender budget tagging of PC-1s of development projectsSupport Khyber Pakhtunkhwa Finance Department and allied departments in applying climate and gender budget tagging methodologies to annual budgets and expenditure reports.Assist in classification of budget lines into categories using agreed tagging frameworks, including for development budgets (PC-1s).Coordinate with line departments to collect, validate, and consolidate climate and gender-related expenditure data.Support implementation of climate and gender budget tagging for FY 2026-27 and tagging of provincial development budgets.Support preparation and validation of key deliverables such as institutional mapping, capacity assessments, tagging methodologies, and consultation summaries.Prepare provincial-level summaries, reports, and inputs for consolidated national reporting.Facilitate coordination between provincial government departments and the REMIT core team.Assist in stakeholder coordination and follow-ups with Khyber Pakhtunkhwa Finance Department, planning departments, and other relevant institutions.Track activity milestones and maintain an activity log for Khyber Pakhtunkhwa.Provide analytical assistance in reviewing documentation produced during the CBT and GDT process.Assist in workshop and consultation design and delivery, including logistics, presentations, and minutes.Maintain documentat
