Strategic 'Concept Select' Phase – Major 1.2GW Energy Infrastructure Transaction


LR Consultants (Dubai) is seeking a high calibre LNG Technical Expert with a deep background in Floating Storage and Regasification Units (FSRU) and Marine Engineering. This role is pivotal to the Concept Select phase of a landmark 1,200 MW energy development located in Mombasa, Kenya, ensuring that the marine side infrastructure is technically robust, integrated and bankable.


The Project: Flagship Energy Infrastructure


This development is a cornerstone of regional energy security, involving a sophisticated maritime to power interface in Mombasa. The current phase focuses on validating the technical configuration of floating storage solutions (FSRU/FSU), jetty infrastructure and subsea/shore-side gas transmission for a multi-phased generation facility.


The Role: Marine and FSRU Technical Expert


As the lead authority for the maritime and regasification workstream, you will oversee the technical validation of the project’s offshore assets. Key responsibilities include:


· Validating technical specifications for floating storage and regasification, including boil-off gas (BOG) management and ship-to-ship (STS) transfer protocols.


· Advising on jetty design, mooring systems and subsea pipeline routing during the concept select stage.


· Reviewing feasibility studies to validate the interface between floating regasification assets and the phased (300MW and 600MW) onshore power plant.


· Developing comprehensive lifecycle project schedules for marine assets and assessing maritime metocean risks.


Mandatory Requirements (Bid Compliance)
To meet the strict evaluation criteria of our government-level client, candidates
must
possess:
· A Bachelor’s degree in Mechanical, Chemical or Marine Engineering (or a closely related discipline).


· A minimum of ten (10) years of professional experience in the LNG sector, with a specific focus on marine infrastructure and gas to power.


· Significant experience in the design, engineering or technical due diligence of FSRU/FSU-based importation terminals.


· Proven track record in maritime risk assessment, regasification efficiency analysis and marine-side lifecycle cost estimation.


Logistics and Allocation
· Six man-months of professional effort (deployed over the project timeline).
· Home based role with occasional required travel to Mombasa, Kenya, for stakeholder workshops and site inspections.
