Job Description
The Sustainable Social Development Organisation is seeking a Trainer/Facilitator for capacity-building workshops on counterterrorism and related topics in Karachi, Pakistan. Responsibilities include designing training sessions, developing curricula, and leading discussions with parliamentarians and law enforcement. The role also involves producing policy briefs on counterterrorism and financing issues. Candidates should have advanced degrees and extensive experience in relevant fields. This position is not remote.
Assignment No. 01: Trainer/Facilitator for Capacity‑Building Workshops on Counterterrorism (CT), Countering Financing of Terrorism (CFT), and Preventing Violent Extremism (PVE)
Background : SSDO will conduct two three‑day interactive workshops for members of the Provincial Assemblies of Khyber Pakhtunkhwa and Baluchistan. Each workshop will host 15–20 participants including parliamentarians, legislative staff, policy advisors and representatives from Law Enforcement Agencies (NACTA, FMU, CTDs, Provincial Police, Home Departments).
Responsibilities
Design and deliver interactive training sessions on CT, CFT, and PVE frameworks in Pakistan.
Prepare a comprehensive curriculum, session plans, presentations, case studies, and scenario‑based exercises aligned with the National Action Plan (NAP), Anti‑Terrorism Act 1997, FATF compliance, and regional security challenges.
Develop and introduce practical oversight tools such as policy review templates and committee briefing guides.
Facilitate adult‑learning methodologies – expert lectures, group discussions, case study analysis and simulation exercises.
Lead sessions on parliamentary oversight mechanisms and promote dialogue between parliamentarians and LEAs.
Submit a post‑training report summarizing sessions, participant engagement, key outcomes and recommendations, and provide training materials in editable format.
Required Qualifications & Experience
Advanced degree in law, public policy, security studies, political science or a related field.
7–10 years of experience in counterterrorism, CFT, PVE, legislative processes, and parliamentary strengthening.
Strong knowledge of Pakistan’s Anti‑Terrorism Act 1997, NAP, FATF framework, and AML/CFT standards.
Extensive experience working with parliamentarians, legislative bodies, and law‑enforcement or security institutions.
Proven expertise in interactive training facilitation, excellent communication and report‑writing skills.
Deliverables
Training curriculum and session plans.
Presentation materials, case studies, and scenario exercises.
Oversight tools (policy review templates, briefing formats).
Post‑training report and editable training toolkit.
Assignment No. 02: Development of Policy Briefs on CT, CFT, and CVE
Objectives
Produce six concise, evidence‑based sector‑specific policy briefs.
Strengthen parliamentary oversight and inter‑agency coordination.
Address emerging threats such as digital terrorism and online radicalization.
Enhance compliance with FATF and AML/CFT standards.
Provide actionable recommendations for preventive CVE approaches.
Scope of Work
Research and analysis of existing laws, policies and frameworks (NAP, Anti‑Terrorism Act, FATF/AML/CFT).
Stakeholder engagement with parliamentarians, LEAs, policy experts and civil society.
Develop 4–6 policy briefs (5–8 pages each) covering oversight, financing, digital terrorism, inter‑agency coordination, community resilience, and provincial–federal alignment.
Validate briefs through consultations, incorporate stakeholder feedback and finalize.
Deliverables
Inception report outlining methodology and work plan.
Draft and finalized policy briefs.
Summary presentation of key findings and recommendations.
Qualifications
Advanced degree in public policy, law, security studies, international relations or a related field.
7–10 years of experience in CT, CFT, CVE, or governance research.
Strong understanding of Pakistan’s counterterrorism architecture and FATF/AML/CFT frameworks.
Proven experience in policy research, brief writing and stakeholder engagement.
Assignment No. 03: Establishment and Management of a Parliamentary Advisory Support Service (PAS)
Objectives
Establish and manage a PAS providing continuous technical and legislative support to parliamentarians.
Enhance evidence‑based oversight of counterterrorism institutions.
Strengthen policy coherence between provincial and federal agencies.
Deliver timely policy briefs, technical guidance and legislative drafting assistance.
Scope of Work
Design PAS structure, operational processes and engagement protocols.
Develop a panel of experts and provide technical assistance in reviewing CT/CFT frameworks.
Support policy analysis, briefing documents and legislative draft documents on priority areas.
Conduct consultations, workshops and briefings with parliamentarians and staff.
Maintain records, submit quarterly and annual reports, and recommend improvements.
Deliverables
Operational framework (structure, SOPs, expert panel).
Quarterly advisory support reports.
Policy briefs and technical notes.
Draft legislative amendments and oversight tools.
Final report summarizing activities and lessons learned.
Assignment No. 04: Strategic Communication and Counter‑Narrative Initiative
Objectives
Design a Strategic Communication and Counter‑Narrative Framework aligned with the NAP.
Develop evidence‑based counter‑narratives for digital platforms and community engagement.
Implement a multi‑platform digital awareness campaign targeting 500,000 individuals.
Strengthen community resilience through storytelling and positive civic messaging.
Scope of Work
Develop framework with clear objectives, messages, channels and indicators.
Engage stakeholders (NACTA, LEAs, media, academia, civil society) through workshops and interviews.
Create content packages (videos, podcasts, infographics, testimonials, social media posts).
Implement campaign, monitor reach, engagement and effectiveness.
Develop M&E tools, submit periodic progress reports and a final report summarizing outcomes.
Deliverables
Inception report and framework documentation.
Content packages across digital platforms.
Implementation plan and M&E tools.
Quarterly progress reports.
Final report with outcomes and recommendations.
Qualifications for Assignment 04
Advanced degree in communications, media studies, counterterrorism or a related field.
7–10 years of experience in strategic communication, media campaigns or counter‑extremism initiatives.
Experience in digital media engagement, storytelling and community mobilization.
Strong understanding of Pakistan’s counterterrorism framework and international best practices.
Excellent communication, facilitation and report‑writing skills.
