The role involves leading multi-country projects, overseeing content quality, and providing technical guidance on Nationally Determined Contributions (NDCs) and climate finance strategies. The position is remote and focuses on collaboration with governments and stakeholders to enhance climate resilience.
Job description
As a member of Climate Analytics’ Implementation Strategies Team, the Senior Climate Policy Analyst plays a critical role in supporting developing countries, mainly in the Caribbean and Latin America, to access climate finance and to develop and implement climate action strategies. The role focuses on enabling governments and regional stakeholders to develop, finance, and execute their climate strategies, contributing to national adaptation and mitigation efforts under the Paris agreement, including through Nationally Determined Contributions (NDCs), Long-Term Strategies (LTS), and National Adaptation Plans (NPAs) as well as enabling conditions (e.g., governance, finance, and coordination). In addition to contributing subject matter expertise to relevant projects, the Senior Climate Policy Analyst plays a leading role in advancing the North America Office’s Implementation Strategies team portfolio by leading proposal development and project delivery; providing content oversight for the team’s outputs and deliverables; and delivering strategic advice to the Office Director on relevant programmatic and funding strategies. The Senior Analyst also supports execution of Climate Analytics’ UNHQ engagement strategy by leveraging expertise and experience at the intersection of climate, sustainable development, and finance in diverse national contexts to inform UN engagement.

Your responsibilities

Project Leadership


Lead development and delivery of complex, multi-country projects, including work planning, team coordination, and delivery of high-quality outputs. Provide strategic guidance to project teams and ensure alignment with organisational priorities, including through leadership of collaborations across CA content teams and regional offices.Lead in-country missions, collaborating with internal and external partners to execute projects.
Content Oversight
Work closely with the North America Office Director and global Head of Implementation Strategies Team to oversee content produced by the North America Office’s Implementation Strategies Team, including (but not limited to) proposals, workplans, policy analysis methodology, and publications.Deliver strong quality control, ensuring analytic rigor and scientific accuracy, and supporting impact.Provide technical and organisational advice to team members, as well as strategic and technical advice to Office Director.
Technical Delivery
Provide strategic guidance and technical support to national governments in the development and execution of their Nationally Determined Contributions (NDCs), Long-Term Strategies (LTS), and National Adaptation Plans (NAPs), ensuring alignment with treaty obligations under the Paris Agreement, international best practices and climate finance requirements, while supporting their sustainable development efforts.Lead efforts within the North America Office and more broadly across Implementation Strategies Team and the organisation globally, to support countries in accessing international climate finance by developing concept notes, national-level investment plans, funding proposals, implementation plans, and finance strategies.Conduct quantitative and qualitative analysis to inform policy decisions, including modelling and/or other analytical exercises. This includes identifying and prioritizing projects, estimating costs, and developing financing mechanisms that align with national climate plans (NDCs, NAPs, LTS). Design and deliver capacity-building activities in SIDS and LDCs, particularly in the Caribbean and Latin America, by providing technical assistance and organizing workshops on climate finance access and implementation of climate strategies. Lead organization and execution of intra-country and inter-country workshops, dialogues and forums on a range of topics related to implementation of climate action.Collaborate with CA colleagues globally on project delivery in Africa, South Asia, and the Pacific.
Stakeholder Engagement
Engage with senior government counterparts, regional institutions, and international partners to support policy development, build consensus, and enable implementation. Facilitate consultations with national governments, regional organizations, financing entities, and multilateral partners to help counterparts advance policies and develop strategies and projects.
Research and Knowledge Sharing
Lead research efforts related to climate finance, mitigation, and adaptation projects. Develop and disseminate lessons learned and best practices to ensure effective implementation across focus countries.
Institutional Development
Track developments in project implementation to recommend approaches to problems and identify new areas of work and potential partners for the North America Office.Support North America Office Director by providing inputs into office strategy, with a focus on the role of climate finance and implementation more broadly.Support North America Office fundraising strategy by identifying funding opportunities, potential donors, and partners for new projects; preparing grant proposals and funding requests; and developing new concepts and initiatives for potential funding.Support junior staff development and help build internal capacity for implementation project delivery.Coordinate with other teams within Climate Analytics to create synergies and support adoption of organization-wide approaches to key issues for the North America Office Implementation Strategies Team, including climate finance.
UN Engagement
Support execution of Climate Analytics’ UN engagement strategy in New York, leveraging expertise and experience at the intersection of climate, sustainable development, and finance in diverse national contexts to support engagement with UN Headquarters, UN agency liaison offices in NY, and countries’ UN Missions. Your profile
Required Qualifications and Skills
Graduate degree in a relevant field. At least 10 years of relevant professional experience, including at least 5 years’ experience working with developing countries. Demonstrated expertise in climate policy, climate finance, and/or international development.Demonstrated track record of developing and leading collaborative projects and partnerships in an international context.Strong understanding of climate finance, NDCs, NAPs, LTS, and the Paris Agreement.Strong understanding of the economics of climate change, the international climate finance landscape, and funding mechanisms.
Desired Qualifications
10 or more years’ professional experience in climate finance and adaptation.Experience in energy policy and transportation sector.Demonstrated track record in successful proposal development and/or fundraising. Experience mentoring and/or training more junior staff.Experience working with Small Island Developing States, including in Latin America and the Caribbean.

Ability to effectively lead a team to deliver multifaceted projects with multiple deliverables on-time and with high quality.Ability to work effectively in multicultural environments, including developing countries. Proficiency in Microsoft Office and other relevant digital tools.A strong commitment to the organization's mission and a demonstration of integrity and ethical conduct in professional dealings. Our working language is English; Spanish is a plus.
