Job Description

Inland Fisheries Ireland is seeking a Procurement and Purchasing Officer in Mission, KS. The role involves managing procurement strategies to ensure compliance with public procurement rules and best practices while fostering supplier relationships. Inland Fisheries Ireland (IFI) is the state agency responsible for the protection, management, and conservation of Ireland's inland fisheries and sea angling resources. Ireland has over 74,000 kilometres of rivers and streams and 128,000 hectares of lakes, all of which fall under the jurisdiction of IFI.

IFI now has an exciting opportunity for an enthusiastic and competent applicant to step into a Procurement and Purchasing Officer role. The ideal candidate will demonstrate outstanding problem-solving and communication skills and will display a keen interest in developing a career in procurement/purchasing.

The Procurement and Purchasing Officer’s role consists of managing and executing a procurement strategy that delivers best value for money while aligning with IFI’s sustainability goals.

The successful candidate will be expected to champion best practice and compliance, ensuring adherence to legislation and internal policies, and pioneer best-in-class procurement methodologies within IFI.

The role will include developing and maintaining procurement best practices across the organisation, fostering a culture of continuous improvement and innovation. Responsibilities will include supervising staff and maintaining positive and sustainable supplier relationships that drive long-term success.

KEY RESPONSIBILITIES
• Responsibility for the coordination of procurement activities for IFI while ensuring that corporate and Public Procurement Guidelines for Goods, Services, and Works are adhered to.
• Ensure compliance with public procurement rules and the Code of Practice for the Governance of State Bodies.
• Co-ordinate and support staff in preparing Request for Tender documents and the evaluation of tenders.
• Ensure the ETenders platform is maintained with regard to all IFI tenders and that a full suite of documentation is maintained for each tender process.
• Provide expert guidance, advice, and direction to IFI staff in relation to IFI’s procurement, including the preparation and execution of procurement activities in line with Procurement Policy and current regulation/legislation.
• Be responsible for Procurement Governance and adherence to Public Procurement Guidelines.
• Ensure provision of prompt and accurate advice to the business on procurement-related compliance matters and developing in-house best practice procurement procedures and practices.
• Ensure that procurement training is rolled out to staff as required and considered necessary.
• Work on own initiative and as part of a team to pursue continuous improvements and best practice in procurement.
• Consult with the Office of Government Procurement (OGP) to ensure utilisation of all large central procurements.
• Responsible for updating IFI’s multi-annual Corporate Procurement Plan, ensuring regular review and regular reporting to senior management.
• Responsible for updating IFI’s Procurement Policy, ensuring all updated regulations/legislation are included therein.
• Ensure the Contracts Register is maintained and contract durations, including extensions and overall spend are monitored.
• Develop and lead all aspects of IFI’s Green Procurement requirements in line with achieving Government CO2 Emission reduction targets.
