Health, Safety and Environment (HSE) Manager, Philippines

Gurīn Energy seeks an experienced Health, Safety and Environment (HSE) Manager for its Philippines operations. The role involves providing strategic HSE leadership, ensuring compliance with laws and corporate standards, and fostering a safety culture across projects. Key responsibilities include developing HSE management systems, conducting audits, and leading training programs. The position requires 12–15 years of HSE experience and relevant qualifications. This is a full-time position based in Tarlac City, Philippines.

Gurīn Energy is seeking a highly experienced HSE Manager to provide strategic and operational Health, Safety and Environmental leadership across our Philippines portfolio. Reporting to the Chief Sustainability Officer and the Country Head, you will guide and support project site teams to ensure full compliance with relevant HSE laws, regulations, and corporate HSE standards.


This role requires a proactive, collaborative professional with strong communication and stakeholder management skills. You will foster a culture of safety across all projects and operations, and work closely with site leaders, contractors, and internal teams to continually improve HSE performance.


Key Responsibilities
Support the Country Head and project site teams to maintain and continually improve HSE performance in line with legal and company requirements.Promote a proactive HSE culture across projects, operations and the supply chain.Develop, implement and maintain site-level HSE Management Systems (HSEMS) aligned with corporate standards.Conduct management reviews of the HSEMS and update in line with regulatory and company changes.Ensure consistent application of HSE policies, procedures and practices across sites.Design and deliver HSE induction programs and training for employees, contractors and visitors.Lead accident investigations, recommend corrective/preventative actions, and analyse trends for continuous improvement.Conduct HSE inspections and audits, identifying areas for improvement.Support sites to maintain HSE risk and legal registers, and ensure all permits and licenses are up to date.Establish, coordinate and attend HSE Committee meetings.Provide HSE guidance during tender processes for construction and O&M activities.Oversee HSE performance for construction projects and participate in relevant committee meetings.Prepare and submit HSE performance reports aligned with company targets.Stay current with evolving HSE regulations and best practices and communicate relevant updates.Perform other duties as required.
Qualifications
12–15 years of HSE experience.Degree in HSE, Occupational Health & Safety or a related field; NEBOSH International General Certificate preferred.Construction safety certification/accreditation required.Experience with IFC Performance Standards and renewable energy projects beneficial.Excellent written and verbal communication skills.Strong interpersonal skills; able to work independently and within teams.Flexible, self-motivated, willing to travel.
