Green Spaces Development Officer (Facilities and Environmental Service)

Elmbridge Borough Council is seeking an experienced and proactive Green Spaces Development Officer to lead the planning, development, and delivery of key green space capital projects, including splashpad developments.
This is a strategic and engaging role focused on delivering high-quality projects, ensuring compliance with regulations, and supporting community engagement initiatives.
This role is ideal for a motivated professional who enjoys managing complex projects, working with stakeholders, and contributing to the enhancement of public spaces.
About the Role
As a Green Spaces Development Officer, you will lead and manage green space capital projects from initial planning and design through to procurement, construction, and completion. You will ensure all projects are delivered safely, on time, within budget, and in line with council policies and procedures.
You will collaborate with internal teams, contractors, residents, and community groups to ensure successful project outcomes while promoting sustainable and inclusive green space development.
What You'll Be Doing
• Leading the development and delivery of green space capital projects, including new and replacement splashpads
• Managing projects through all stages: planning, design, procurement, construction, and completion
• Ensuring compliance with health and safety regulations, procurement rules, and council policies
• Preparing contract documentation, managing tender processes, and evaluating contractor submissions
• Monitoring and managing project budgets to ensure value for money and effective delivery
• Consulting with residents, community groups, and stakeholders to inform project development
• Supporting community engagement initiatives and promoting participation in green space projects
• Attending meetings, events, and activities to represent the service and liaise with stakeholders
• Contributing to communications and marketing to raise the profile of green spaces
• Maintaining compliance with data protection, confidentiality, equality, and health and safety standards
What We're Looking For
We're looking for a highly organised, proactive, and experienced project professional who can successfully deliver capital projects while engaging effectively with stakeholders and maintaining high standards of compliance.
Essential Skills & Experience
• Eligible to work in the UK
• Basic DBS check
• Full driving licence with access to own transport
• Degree or equivalent qualification in Project Management, Landscape Management, Landscape Architecture, or related field
• Prince2 Project Management qualification
• Proven experience in project management, including planning and delivery of capital projects
• Experience managing budgets and delivering projects within deadlines
• Strong communication, report writing, and data analysis skills
• Ability to work independently and collaboratively within a team
• Excellent organisational, prioritisation, and problem-solving skills
• Proficiency in IT systems and willingness to learn bespoke software
Desirable Skills & Experience
• Experience working with councillors, community groups, and residents
• Knowledge of legislation and best practice in green spaces and project management
• Experience in sport and play facility development projects
• Creative and innovative approach to project delivery

Working Hours: Flexible (including occasional evenings/weekends)

Pay Rate: £171.14 per day
