Job Description
The Division Manager for the Environmental Planning Division at Manatee County Government oversees daily operations related to development services, including public hearings and environmental planning. Responsibilities include policy development, budget preparation, long-range planning, and personnel management. The role requires effective communication with various stakeholders and compliance monitoring of development projects. The position is located in Lakewood Ranch, FL, with a flexible schedule from Monday to Friday.

Work Hours: Monday - Friday, 7:00am - 5:00pm (Flexible)
Expected Starting Annual Range: $100,531.78 - $133,204.61
This classification performs high level administrative work involved in overseeing the daily operations of the County's development services including Public Hearings, Administrative Review, and Environmental Planning.
Note: This position is designated by the Manatee County Board of County Commissioners as serving at the will and pleasure of the County Administrator. Employment in this position is at will and may be terminated at any time, with or without cause or notice, in accordance with applicable federal and state laws. Working Conditions
Indoor/outdoor situations; high noise environment while performing certain responsibilities. Ability to work outside in all types of weather conditions, including inclement. Lifting equipment up to 50 lbs. alone; up to 100 lbs. with assistance.
Essential Functions

Directs activities and programs of the division to ensure adherence to applicable laws, regulations, rules, regulations, policies and procedures, and that goals, objectives and standards are met in a timely and effective manner.
Develops, maintains and implements policy manuals and procedures related to services provided; develops program ideas, goals, and procedures; effects coordinated action.
Prepares operating budget with input from section managers and team lead.
Plans for future needs of the organization. Long range planning responsibilities involve developing appropriate goals, objectives, and policies of the County Comprehensive Plan and Land Development Code.
Personnel responsibilities include preparing Employee Performance Evaluations for direct reports and establishing section/program goals and objectives, conducting staff meetings, and reviewing performance evaluations for all indirect reports; preparing and reviewing of job descriptions and career ladders; interviewing and selecting new hires for direct reports and other supervisory positions in the division; dealing with employee discipline matters as required.
Communicates clearly, effectively and tactfully, orally and in writing; makes presentations to the Board of County Commissioners, Planning Commissions and Boards, various citizen groups and the general public as necessary; maintains liaison with Federal, State and local governmental agencies, consultants and contractors.
Responsible for review of new project compliance with County Comprehensive Plan and Land Development Code.
Responsible for proactive monitoring and inspections of development sites after construction commencement to ensure compliance with best management practices (BMPs) and erosion and sediment control measures including regular site visits to check for proper maintenance and functionality of installed BMPs and silt fences.
Responsible for coordination with Code Enforcement to address environmental complaints or concerns arising post construction commencement.
As needed, performs advanced professional work in the areas of assignment.
Performs other related duties as assigned, including participation in emergency or disaster response activities, as required and consistent with the employee’s qualifications, essential job functions, and applicable federal and Florida law.
Bachelor’s degree in urban planning, environmental planning, landscape architect, environmental science, or a related field.
Minimum of six (6) years of progressively responsible experience in a relatable field.
Three (3) years of supervisory or management experience.
Equivalent combinations of education, training, and experience may be considered in meeting the minimum qualifications for this position.
Knowledge, Skills and Abilities:
Ability to handle multiple projects at the same time and perform duties effectively and efficiently in a high stress, fast paced environment.
Excellent public relations and presentation skills.
Knowledge of Florida Stormwater, Erosion, and Sediment Control Inspector Certification.
Knowledge of trees and other vegetation typically utilized in landscape areas of Southwest Florida.
Knowledge of nuisance exotic plant species found in Southwest Florida.
Knowledge of wetlands, native habitats and listed species typically found in Manatee County and habitat restoration practices.
Knowledge of County well protection and abandonment requirements.
Knowledge of turbidity testing level requirements.
Skill in computer operations (including specialized related systems) and related software applications.
Knowledge of supervisory principles and practices.
Ability to exercise mature judgment and to make independent decisions in accordance with established department or division policies and procedures.
Ability to learn technical body of knowledge relevant to aligned division.
Ability to establish and maintain effective working relationships with others, including the general public.
