Climate Finance & Budgeting Expert - Part Time (Gujarat)

ICF is seeking a part-time Climate Finance & Budgeting Expert in Gujarat, India. The role involves providing advisory support on climate finance and budgeting, reviewing state and municipal budgets, and ensuring compliance with climate action requirements. Candidates should have a postgraduate degree and at least 8 years of relevant experience. The position requires participation in meetings and offers a freelance engagement of approximately 5 days per month over 4 years.
CITIIS 2.0 places strong emphasis on climate budgeting, investment tracking, and financing of climate actions at the state and city level. Gujarat is institutionalising climate budgets and linking them to implementation and results-based disbursement under the programme.

Role Overview:

The Climate Finance & Budgeting Expert will provide specialised advisory support on climate finance, public budgeting, and investment alignment, ensuring that climate actions are financially viable, trackable, and compliant with programme requirements.

Key Responsibilities:

Provide expert inputs on climate finance, climate budgeting, and investment frameworks

Review State and Municipal Climate Budgets for alignment with approved climate actions

Support verification of minimum climate expenditure thresholds under the programme

Advise on financing mechanisms, budget tagging, and investment tracking

Support review of financing-related outputs, technical notes, and compliance documentation

Participate in review meetings and provide written recommendations as required

Qualifications & Experience:

Postgraduate degree in Economics, Finance, or related discipline

Minimum 8 years of experience in:

Climate finance

Public finance or government budgeting

Urban or infrastructure financing

Experience with government programmes or multilateral initiatives is desirable.

English mandatory
