Broward County is seeking to fill the position of Assistant Director of Solid Waste and Recycling Services Division.This position requires assisting with planning, direction and coordination of all of Solid Waste and Recycling Services activities at the highest level of management. Assisting and supporting the Director in day-to-day management of operations and administration including budgeting, personnel, procurement, performance metrics and managing highly specialized assignments that are environmentally sensitive. The Assistant Director ensures that all local and state guidelines are followed; regulatory reporting is submitted timely, and that all permit requirements are adhered to and timely met. Manages maintenance efforts at the former Davie Landfill and several wetland mitigation sites. Oversees consultant services, and solid waste related construction projects including landfill expansion, transfer stations and/or processing facilities. Assists in the development, implementation, and oversight of comprehensive solid waste and recycling programs, including efforts to enhance diversion rates through innovative recycling, composting, and waste reduction strategies. Develops and implements policies and procedures promoting circular economy principles and sustainable material management. Chairs negotiation meetings with consultants and contractors which involves negotiating/approving the scopes of work and associated costs, oversight and approval authority of bid specifications for construction projects, preparation of evaluation criteria and scope of work for disaster debris management services and other RFP's, providing assistance with pre-hurricane and post-hurricane activities related to disaster debris management, overseeing the process of contract/agreement development, reviewing/approving consultant and contractor invoices, and supervising and disciplining (if necessary) subordinates. Develops SOPs, procedural manuals, operational plans, contingency and emergency plans, and policies.

Serves as Director in his/her absence.
General Description
Directs and manages the administration of the Solid Waste and Recycling Services Division.
Works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.
Minimum Education and Experience Requirements

Bachelor's degree from an accredited college or university with major coursework in Architecture, Engineering, Construction Management, Environmental Science, Physical Science, Business/Public Administration, or a closely related field.

Requires six (6) years in waste management and recycling services with 5 years of supervisory experience or closely related experience.
Special Certifications and Licenses

Must possess and maintain a valid Florida Class E Driver's License for duration of appointment.

* Master's Degree or higher in Architecture, Engineering, Construction Management, Environmental Science, Physical Science, Business/Public Administration, or a closely related field
* Management Professional or Environmental Professional Certification
* Hazardous Waste Operations and Emergency Response (HAZWOPER)
* Manager of Landfill Operations (SWANA) Certification
* Landfill Operator (UF TREEO) Certification
* Florida Professional Engineer (PE) License
* At least five (5) years of experience with regulatory permitting of solid waste operations including landfill, transfer stations, or processing facilities
* At least five (5) years of experience with solid waste and/or recycling programs, collections, operations, or management.
* At least five (5) years of governmental experience securing contracts for construction, budgeting, consulting, and service related needs
* At least five (5) years of governmental experience with budgeting and administrative functions
* At least five (5) years of experience with disaster debris planning and operations
SCOPE OF WORK
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Assists and supports the Director in day-to-day management of operations and administration; responsible for highly specialized assignments that are of great concern or sensitive in nature; serves as Director in his/her absence.

Directs and supervises staff of the administration section including accounting, purchasing, contract support, payroll, information technology, and flow control enforcement.

Directs and guides the operations of the Broward County landfills; recommends and implements operational and procedural improvements and ensures day-to-day compliance with state regulatory requirements; assists in the development, preparation and monitoring of the agency budget.

Coordinates with Human Resources Officer on personnel actions; implements broad policy directives, assigns work, establishes priorities, sets expectations, evaluates work product and employee performance, and counsels and disciplines.

Directs administrative staff in the collection and dissemination of information pertaining to a variety of day-to-day business transactions such as accounts receivable, purchasing, contract administration, and operations including flow control enforcement and landfills.

Performs related work as assigned.
