The State of Washington seeks a Legislative/Strategic Policy Analyst (Environmental Planner 5) for the Spill Prevention, Preparedness, and Response Program. The role involves advising the Program Manager, leading legislative efforts, and serving as a liaison during spill responses. Overview The State of Washington is hiring a Legislative/Strategic Policy Analyst (Environmental Planner 5) for the Spill Prevention, Preparedness, and Response Program within the Department of Ecology. The analyst will advise the Program Manager, lead legislative and strategic planning efforts, and serve as a liaison during spill response operations. The position allows for telework with a minimum of two office days per week and requires residency within a commutable distance of Lacey, WA. Job Responsibilities Act as the Spills Program Governmental Relations Lead, Tribal Liaison, Legislative Lead, and Strategic Planner. Coordinate the Spills Program Leadership Team and lead high level assignments and tasks including policy and planning. Serve on the Spills Program Incident Management Team as a Liaison Officer during spill responses and support the Crisis Management Team as a policy advisor. Advise the Program Manager to support well-informed decision making. Represent the Spills Program as the legislative lead and federal liaison on agency teams. Serve as the primary point of contact for tribal relations within the program. Lead the program's strategic planning process and advise the Program Management Team on legislative and strategic policy. Coordinate management team and leadership team meetings, tasks, and assignments. Represent the Spills Program on agency and external work groups, committees, subcommittees, and teams. Support the 24/7 incident response posture as a Liaison Officer to facilitate communication with elected officials, tribal governments, and impacted communities. Required Qualifications Eleven (11) years of experience and/or education in land use, urban, regional, environmental, or natural resource planning, or program development that involves research and analysis of policies, laws, rules, or regulations. Advanced experience in legislative and public policy development at the state or federal level. Demonstrated expertise in environmental policy, preferably related to oil spill prevention, preparedness, response, or hazardous materials. Proven ability to analyze and draft complex legislation, regulations, policy papers, and formal testimony. Strong governmental relations experience, including work with legislators and executive leadership. Experience coordinating with tribal governments and knowledge of consultation protocols. Strategic planning expertise, including developing, implementing, and monitoring long term program strategies. Educational background in land use, urban, regional, environmental, or natural resource planning, landscape architecture, geography, land use or environmental law, public administration with an environmental emphasis, or a closely related field. Required conditions of employment: Incident Command System (ICS) training at levels 100, 200, 300, 400, 700, and 800; HAZWOPER certification; Incident Management Team (IMT) qualifications; Transportation Worker Identification Credential (TWIC) card; eligibility for travel to and from Canada; valid driver's license; readiness for a minimum 3 day field deployment within 1 hour of notification. Desired Qualifications Proficiency in Microsoft Excel, Word, Outlook, and PowerPoint. Working knowledge of the Northwest Area Contingency plan policies and experience with the Incident Command System. Independent analysis capabilities, experience or training in legislative and policy development at the local, state, national, and international levels, and strategic and program planning. Strong written and oral communication skills, with comfort speaking in public forums. Commitment to DEI principles and the ability to build collaborative relationships across diverse stakeholders.
