Job Description

The City of Malibu is seeking an Environmental Sustainability Analyst to plan, implement, and coordinate environmental programs and projects. Responsibilities include conducting policy analysis, budget preparation, community outreach on sustainability, and compliance inspections. The ideal candidate should have knowledge of public administration principles related to environmental issues and possess strong analytical and communication skills. This position requires collaboration with various departments and community agencies.
OverviewUnder direction, plans, implements and coordinates specialized programs and projects within the City and the Community Development Department; conducts analytical studies and policy analysis and participates in budget preparation and administration; conducts inspections for illicit discharge and compliance with regulations and policies; develops and implements community education and outreach programs on environmental compliance, water and energy efficiency, conservation, and related sustainability programs; develops, summarizes and maintains programmatic and administrative records; fosters cooperative working relationships among City departments and acts as liaison to various community, public and regulatory agencies; performs related duties as assigned.

Ideal CandidateThe Community Development Department is seeking a highly organized, detail-oriented, and experienced Environmental Sustainability Analyst. This position performs complex analytical studies and policy analysis and participates in budget preparation and administration. Researches environmental and sustainability issues, conducts studies and prepares reports recommending appropriate course of action and strategies in support of the goals and objectives of the Community Development Department. Develops, implements, coordinates, and administers programs and projects in areas such as solid waste, clean water, energy efficiency, sustainable procurement, and environmental program’s outreach and events. Researches potential outside funding sources for local programs and prepares grant applications and accompanying reports, as necessary. Performs public relations tasks that include the development of written web-based materials and providing information and assistance to the public and City staff on environmental and sustainability programs.

The ideal candidate has a working knowledge of principles, practices, and techniques of public administration with emphasis in environmental programs and public policy. Knowledge of applicable federal, state, and local laws and regulations related to the environment and sustainability. Has skill in professional report writing, recommending comprehensive environmental policies and programs based upon community needs, available resources, and overall City priorities. Has the ability to coordinate environmental programs with other departments and agencies and prepare sound, oral and written reports, and recommendations. Is able to identify and analyze complex technical, operational, and administrative problems and evaluate alternative solutions, and recommend effective changes, present ideas in both oral and written formats. Has experience researching, developing, and recommending cost-effective program improvements.

Develops, implements, coordinates, and administers programs and projects in areas such as clean water, energy efficiency, green building, solar, watershed management, sustainable procurement, and hazardous materials managementResearch environmental and sustainability issues, conducts studies and prepares reports recommending appropriate courses of action and strategies in support of the goals and objectives of the Environmental Sustainability DepartmentCoordinates and/or assists in the preparation and administration of the environmental program budgetConducts complex studies, statistical analysis, needs assessments and evaluations of sustainable programs and policies; prepares and presents written and oral reports recommending appropriate courses of actionDevelops and implements community outreach and education program on environmental and sustainability topics and issuesAs assigned, performs inspections for illicit discharge and compliance with NPDES and other regulations and policies; receive, investigate, and conduct site visits to citizen complaints, inquiries, and service requests regarding illicit discharges and other environmental concernsIdentifies best practices in specific program or service areas and composes reports, summaries, analyses, and recommendationsServes as liaison to the City’s Environmental Sustainability SubcommitteeDisseminates information and handles complaints and requests for informationParticipates in professional organizations to promote City programs and to stay current with the latest trends and innovations in sustainability and the environmentMonitors changes in laws, regulations and technology that may affect the City’s regulatory obligations and environmental programs; implements policy and procedural changes as requiredInterprets and applies rules, regulations, and policies to environmental and sustainability programsAssists in the implementation of solar energy improvements to City Hall, the transition to an electric vehicle fleet, and the upgrading of City facilities for higher efficiencyResearches potential outside funding sources for local programs and prepares grant applications and accompanying reports, as necessaryTrains and coordinates the work of support personnel in area of assignment, as assigned; direct the work of outside consultantsRepresents the Environmental Sustainability Department and its environmental programs to other City departments, outside agencies, and the community; coordinates department activities with those of other departments and outside agencies and organizationsParticipates in and makes presentations to the City Council and a variety of boards and commissions; attends and participates in professional group meetingsProvides technical staff support in review of environmental documents and legislation; assists in preparation of ordinances and other supporting program documents; assists in developing and implementing policies and procedures to comply with applicable laws and regulationsPerforms other duties as assignedEducation and ExperienceEducation: Equivalent to a bachelor’s degree from an accredited college or university with major coursework in environmental science, urban planning, biological science, chemistry, public or business administration, or a related field.

Experience: Three (3) years of experience performing research and analysis, community education and outreach, or program administration and compliance related to sustainability and environmental programs.

License: Must possess and maintain a valid California class C driver license and have a satisfactory driving record
