NTU International A/S is seeking Business & Investment Climate Reform Experts for a project in Manila, Philippines. The role involves diagnosing investment climate issues, designing reform strategies, and providing policy advice to governments. Candidates should have a master's degree and extensive experience in economic policy and investment climate reforms. This position is part of a pool of experts for future assignments, but does not guarantee immediate work.
Senior Expert – Business & Investment Climate Reform


NTU International is preparing a proposal for the GIZ Global Gateway Investment Climate Reform (ICR) Facility, which supports partner countries in improving business environments and unlocking sustainable private investment.


The Facility delivers demand-driven technical assistance to governments and stakeholders to design and implement investment climate reforms and promote inclusive economic growth.


We are creating a pool of Business & Investment Climate Reform Experts for this project. Experts in this pool will be contacted for specific assignments as they arise. If you have relevant experience, we encourage you to apply.


Key Responsibilities
Diagnose business environment and investment climate constraintsDesign and support implementation of reform strategiesProvide economic policy advice to governments and public institutionsDevelop reports, policy papers, and analytical outputsFacilitate stakeholder consultations and public-private dialogueDeliver workshops, trainings, and capacity-building activitiesSupport monitoring, evaluation, and reporting of interventionsEnsure integration of gender equality, climate, and conflict sensitivity
Requirements:
Education
Master’s degree in economics, business administration, law, or political/social sciences
General Professional Experience
Minimum 9 years of experience providing economic policy advice to governments
Specific Professional Experience
Minimum 7 years of experience in business and investment climate reforms, including:Diagnosing reform needs;
Developing reform strategies;


Supporting implementation of reforms.


Minimum 5 years of experience in development cooperation projects
Languages
English (C1 mandatory)Knowledge of French or Spanish (C1)
