The California Governor's Office of Emergency Services is seeking a Wellness and Disability Unit Case Analyst in Sacramento, CA. Analyst I

Under the supervision of the Supervisor I, the Analyst I will perform essential research, analysis, and suggest alternatives or recommendations of applicable laws, rules, labor contract provisions, policies, etc., as they relate to the administration of a comprehensive personnel management program at Cal OES. The Analyst I is responsible for the medical coordination of the Workers’ Compensation (WC), Return To Work (RTW), Family Medical Leave Act (FMLA) California Family Rights Act (CFRA), non-industrial disability (NDI), and state disability insurance (SDI) programs.

The position requires the incumbent to collect and analyze data related to WC and disability claims, compile summaries of statistical data regarding occupational injuries/illnesses, track departmental costs and injury trends, and provide written recommendations.

Knowledge of WC as it relates to the interworking of transactions. Requires sensitivity to work issues and situations, their impact on both staff and management with relation to short term and long term goals, work productivity and to meet the department’s mission in keeping with personnel management practices and existing laws, rules, and policies with favorable outcomes. Maintains confidentiality of all WC files by ensuring they are stored in a locked cabinet.

Analyst II

Under the general direction of the Supervisor I, the Analyst II will perform essential research, analysis, and suggest alternatives or recommendations of applicable laws, rules, labor contract provisions, policies, etc., as they relate to the administration of a comprehensive personnel management program at Cal OES. The Directorate is comprised of four sections: Administrative Services, Human Resources, Grants Management and Logistics.

In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

Strong knowledge and experience with Workers’ Compensation claims, Reasonable Accommodation requests, Medical Leave, and the State Compensation Insurance Fund (SCIF).Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Teams, Outlook).Skilled in researching, interpreting, and applying state and federal laws, rules, and regulations, including those associated with the Return-to-Work Program.Excellent analytical, research, and problem-solving skills with the ability to evaluate issues, recommend solutions, and improve processes for efficiency.Strong written and verbal communication skills with proven ability to prepare reports, present information, and communicate effectively with diverse stakeholders.Exceptional interpersonal and customer service skills with the ability to guide stakeholders through State processes, tools, programs, and applications.Superb attention to detail with the ability to maintain confidentiality in handling sensitive information.Highly organized with the ability to prioritize, manage multiple tasks simultaneously, and meet critical deadlines.Skilled in developing and delivering presentations, facilitating meetings, and collaborating with internal and external partners.
