$32.15 - $48.23 Hourly
$66,880 - $100,320 Annually

The Energy Conservation and Management Division (ECAM) within the Energy, Minerals and Natural Resources Department leads the state's charge toward clean energy adoption. ECAM is committed to developing and deploying solutions that will maximize New Mexico's renewable energy resources and improve energy efficiency and transportation standards. ECAM is the U.S. Department of Energy's designated State Energy Office. The Climate Policy Bureau leads interagency coordination to achieve New Mexico's climate goals outlined in Executive Order 2019-003 on Climate Change and Waste Prevention, including coordinating the Interagency Climate Change Task Force, the State Climate Adaptation and Resilience Plan, and the State Climate Action Plan.
Why does the job exist?
This position supports the Energy Conservation and Management Division's Climate Policy Bureau by coordinating government-wide planning to meet the goals of the Governor's Executive Order 2019-003 on Climate Change and Waste Prevention to meet greenhouse gas emissions reduction goals, evaluate the impacts of climate change on programs and operations, and integrate climate change mitigation and adaptation practices into programs and /or operations across state agencies. This position has both internally and externally facing duties.
How does it get done?
Developing, implementing, and providing project management support for statewide plans to reduce
greenhouse gas emissions and build resilience to climate hazards:
- Support the development and implementation of the State Climate Action Plan.
- Support the update and implementation of the State Climate Adaptation and Resilience Plan.
Collaborating with state and federal agencies, local and tribal governments, and other external stakeholders
to advance climate action:
- Facilitate engagement with state and federal agencies that manage land, natural resources, infrastructure,
and other relevant activities to advance climate priorities.
- Engage and support state agency staff to implement actions in state climate plans and facilitate
communication, consistency and connection among agency planning efforts.
- Facilitate regular engagement with local and Tribal governments as well as environmental and climate
justice advocacy groups to keep them informed about state climate action and support their priorities and
work and advance state climate priorities.
Supporting contract and grant management and issuing requests for proposals
- Develop and issue requests for proposals to select contractors to assist with the development of strategies,
policies and implementation plans.
- Manage reporting for contracts and grants, and track contractor deliverables.

Ideal Candidate
We are looking for a highly motivated candidate who understands the policy landscape of state-level climate mitigation and resilience action, has a strong outreach, organizing and community engagement background with experience working with communities in New Mexico, has expertise in the principles of environmental justice, and is passionate about helping the state identify and implement these actions with a focus on environmental and climate justice.
The ideal candidate will have experience in the following:
- Experience in program development and strategic planning.
- Knowledge of climate change mitigation and adaptation policies and practices.
- Experience with community engagement and workshop and meeting facilitation.
- Knowledge of environmental and climate change issues and impacts in New Mexico.
- Experience with contract management.
Minimum Qualification
Bachelor's Degree in a relevant field of study from an accredited college or university and four (4) years of professional level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience.
Employment Requirements
Must maintain and possess a current New Mexico Driver's License
Working Conditions
Office setting, exposure to Visual/Video Display terminal (VDT) and extensive personal computer and telephone usage with extended periods of sitting or standing. Must be able to lift 25 lbs. Driver's license required to travel in state vehicle for outreach and coordination in communities throughout New Mexico.
