is preparing a proposal for the EU-funded project “
Technical Assistance to ECOWAS in Transport Governance
”, which aims to strengthen sustainable, smart, resilient and safe mobility systems across the ECOWAS region in West Africa. The project will support ECOWAS institutions, Member States, and regional stakeholders in improving transport governance, corridor management, infrastructure planning, climate resilience, and regional connectivity.


The Technical Assistance will support the ECOWAS Commission, particularly the Directorate of Transport and the Project Preparation and Development Unit (PPDU), in strengthening the financial and institutional capacities required to develop bankable transport infrastructure projects and mobilise public and private investment for regional corridor development.

is seeking a Senior PPP / Blended Finance Expert to support infrastructure financing, PPP structuring, blended finance solutions, and investment mobilisation for regional transport infrastructure projects across the ECOWAS region.


Key Responsibilities

Support the structuring and financing of regional transport infrastructure and corridor investment projects;
Provide technical advice on Public-Private Partnerships (PPPs), blended finance mechanisms, and infrastructure investment models;
Conduct financial, economic, and commercial analyses for transport infrastructure projects;
Support preparation of bankable investment proposals and financing strategies for IFIs, development partners, and private investors;
Advise ECOWAS institutions and national stakeholders on infrastructure finance, risk allocation, and private sector participation;
Support the identification and mobilisation of climate finance and sustainable infrastructure funding opportunities;
Contribute to the preparation and review of financial models, PPP structures, and investment frameworks;
Support dialogue and coordination with development finance institutions, donors, investors, and private sector stakeholders;
Deliver technical assistance, workshops, and capacity-building activities related to PPPs, blended finance, and project finance;
Contribute to monitoring, reporting, and analytical outputs related to infrastructure financing and investment mobilisation.

Education

Master’s degree in economics, finance, business administration, infrastructure finance, public policy, or another relevant field.

General Professional Experience

Minimum 10 years of professional experience in infrastructure finance, PPP advisory, investment structuring, or blended finance;
Proven experience working on infrastructure or transport sector projects in developing countries, preferably in Sub-Saharan Africa;
Experience in international development cooperation and donor-funded programmes.

Specific Professional Experience

Minimum 7 years of experience in PPPs, project finance, blended finance, or infrastructure investment advisory;
Demonstrated experience in the preparation of bankable infrastructure projects and investment strategies;
Experience working with IFIs and development finance institutions such as the EU, World Bank, AfDB, EIB, IFC, or similar organisations;
Experience with transport infrastructure, logistics, corridor development, or regional connectivity projects is considered an advantage;
Experience in financial modelling, risk assessment, and investment appraisal;
Experience supporting climate finance, sustainable infrastructure finance, or green investment initiatives is considered an asset;
Experience working with government institutions, regional organisations, or private sector investors is an advantage.

Languages

English or French (C1 mandatory);
Working knowledge of the other language is considered an asset.
