The Senior Land Use Planner at Burns & McDonnell in Richmond, VA, will oversee large-scale land use projects, managing budgets and subcontractors. Description


The Senior Land Use Planner will be responsible for planning, scheduling, coordinating and directing work land use projects of a considerable size, scope and complexity, including utility, residential and commercial development. For these projects, the Senior Land Use Planner will be responsible for managing the budget and subcontractors assigned to the project, as well as directing engineers as to the types of plans needed for application development. This position will establish and maintain effective working relationships with key individuals at clients, governmental agencies, organizations, and the public. This position will be responsible for the development of proposals to prospective clients for project opportunities. The Senior Land Use Planner will be the primary contact for clients, the primary negotiator with local government staff and elected officials, and will regularly present before Boards and Commissions. This position is responsible for being a specialist in the area of Land Use Planning. The Senior Land Use Planner will provide leadership, guidance, instruction and technical advice to less experienced staff members, and will assist with supervision of staff on major projects as well as other duties as assigned.


Examples of Duties:



Manage land use projects of a considerable size, scope and complexity, including subcontractor selection and management, and project budget.
Develop proposals for prospective land use projects.
Negotiate with key staff at Governmental agencies and elected officials.
Guide, mentor and train Assistant and Staff Land Use Planners.
Present and litigate unique and/or complex land use applications before local Boards and Commissions.
Coordinate and direct engineers to develop application materials for large projects.
Serve as the primary contact for the client.
Write clear, concise, logical, complex and technical reports.
Regularly interface with the public at public hearings.
Other duties, as assigned.

Qualifications



Bachelor’s degree in Planning, Political Science, Public Administration, Public Policy, Environmental Science, Economics or Government from an accredited college or university, Master’s degree or Juris Doctor (JD) preferred.
Minimum 8 years of progressive land-use planning experience at a utility, private consulting firm, or governmental agency or office, including successful management of land use projects.
Previous experience providing oral or expert witness testimony before a public utilities commission preferred.
Must have extensive knowledge of local, state, and federal land use regulation, ordinances, statutes, and procedures as well as an understanding of the legal basis for land use planning, zoning, subdivision, environmental management, and land development.
This position requires the highest level of competence and experience working with and presenting to local, state or federal governmental boards or commissions.
Must have experience presenting at public hearings and in front of community groups.
Must have excellent written and verbal communication skills and be extremely proficient and comfortable with public speaking.
Requires strong analytical and problem-solving skills.
This position requires an individual capable of applying intensive and diversified knowledge of principles and practices to broad areas of assignments.
Must be capable of devising new approaches to problems encountered.
