Job Description

The County of Los Angeles is hiring a Supervising Environmental Programs Inspector II to oversee inspection operations, provide strategic coaching, and manage inspection requests and deadlines. The role involves coordinating logistics for emergencies and developing enforcement policies. Applicants must be current County employees within Public Works who have completed their probationary period. The position is based in Los Angeles, CA, and is not remote.

TYPE OF RECRUITMENTWe encourage applications from County employees within Public Works who have successfully finished their initial probationary period.

Current employees in unclassified service in Public Works who meet the following criteria also qualify to participate in this exam:

Unclassified employees who have attained permanent County status on a classified position by successful completion of the initial probationary period, with no break in service since leaving the classified service.-OR-Full-time employees in the unclassified service with at least six months of full-time experience in the unclassified service by the last day of filing.

WITHHOLD INFORMATION: Permanent employees who have completed their initial probationary period and hold a qualifying payroll title may file for this examination if they are within six months of meeting the experience requirements by the last day of filing. However, the names of such employees will be withheld from the certification list until the required experience is fully met. Oversees the performance of the Supervising Environmental Programs Inspector I by reviewing metrics dashboards and evaluation reports in order to ensure consistency and quality of regional operations.Provides strategic coaching in order to develop leadership capacity and uphold high standards during annual review and quarterly feedback sessions. Approves timesheets, training plans, and equipment requests submitted by the Supervising Environmental Programs Inspector I in order to validate accuracy.Reviews and prioritize incoming inspection requests, complaint referrals, and emails from agencies or the public to schedule assignments and meet deadlines using Microsoft Outlook and the internal database.Establishes deadlines for program activities such as underground storage tank and rain diversion system inspections, and categorical sampling in order to ensure timely completion based on regulatory calendars and emergency response protocols.Coordinates logistics for special projects to rapidly deploy staff during emergencies through liaison with other internal divisions or emergency management units.Develops and updates county-wide enforcement policies and standard operating procedures for industrial waste, underground storage tanks, and stormwater programs to ensure regulatory alignment and operational efficiency in collaboration with department leadership.Defines annual program objectives, performance targets, and inspection priorities in order to guide resource allocation and measure effectiveness using strategic planning frameworks. Manages the tracking of assigned equipment by verifying equipment assignment, ensuring that it has been logged, and requesting equipment replacement as needed. Reviews and endorses final enforcement documents prepared by first-level supervisors to confirm procedural accuracy and legal compliance before issuance to regulated parties. Collaborate with the District Attorney’s office and other regulatory agencies in order to coordinate enforcement. Testifies as an expert witness in legal and administrative proceedings to support prosecution of severe non-compliance and inform judicial outcomes using case notes and evidence summaries. Attends subcommittee and task force meetings on industrial waste, underground storage tanks, and stormwater programs to provide technical input and relay policy updates back to the inspection team as a county-appointed representative. Collaborates with other sections, divisions, and external agencies on cross-program initiatives and regulatory updates in order to standardize procedures and align enforcement strategies during interdepartmental work. Facilitates collaborative task force efforts on environmental crime prevention and emergency response to strengthen interagency partnerships and inform strategic direction.Orders regulatory forms, personal protective equipment, and inspection equipment to support uninterrupted field operations based on inventory audits and projected monthly needs.Monitors program metrics and inspection outcomes to identify trends, gaps, and improvement opportunities using the database and statistical reports. Reviews invoices for laboratory services that have been conducted prior to submission for approval for payment. Drives a personal vehicle to and from various locations throughout the county to fulfill job-related essential responsibilities of the position. OPTION I: Two years of experience as a Supervising Environmental Programs Inspector I*.

OPTION II: A Bachelor’s degree from an accredited** college or university with specialization in biology, chemistry, environmental science, or a closely related field, and four years of experience inspecting, monitoring, and regulating commercial and industrial sites for compliance with local, State, and Federal laws and regulations pertaining to industrial waste, underground storage of hazardous substances, stormwater, and recycling, two years of which must have been in a supervisory capacity***.

LICENSE:
A valid California Class C Driver License is required at the time of hiring to perform job-related essential functions.

Successful applicants for positions that require driving must provide verification of their driver license and a copy of their driving record from the California State Department of Motor Vehicles before final appointment. Applicants should not present a copy of their driving history until asked to do so by the hiring department. The County will make an individualized assessment of whether an applicant's driving history has a direct or adverse relationship with the specific duties of the job. License must not be currently suspended, restricted, or revoked.

A valid certification as a California Underground Storage Tank (UST) Inspector from a State recognized certification organization is required to carry out job-related essential functions****.

PHYSICAL CLASS:
Physical Class 2 – Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

SPECIAL REQUIREMENT INFORMATION:*To qualify, applicants must have County status as a Supervising Environmental Programs Inspector I as evidenced by holding such payroll title in the County of Los Angeles Public Works for the required period of time. No out-of-class experience will be accepted.

**To receive credit for your education, include a legible copy of your official diploma, official transcript, or letter/certificate from an accredited institution with your application or within five (5) business days from the end of the filing period. The document should show the date the degree was conferred and be in English. If not in English, then translation is required. International degrees must be evaluated for equivalency to U.S. standards if not listed in the International Handbook of Universities or World Higher Education Database.

STANDARDIZED MULTIPLE-CHOICE TESTS ARE NOT REVIEWABLE BY APPLICANTS PER CIVIL SERVICE RULE 7.19.

Applicants who passed the assessment(s) are placed on a list for a period of 12 months. We will use the list to fill vacancies in Public Works as they occur.
We may use an alternative banding method in line with Civil Service Rule 11.01(D).
