Job Description
The International Solar Alliance is seeking a Regulatory Specialist to assess and address regulatory issues related to solar technology in member countries. Responsibilities include developing policies, building stakeholder relationships, and supporting program implementation. The role requires an advanced degree and at least 8 years of experience in renewable energy. The position is based in Gurugram, India, but initially offers remote work options.
The Regulatory Specialist will be responsible for maintaining a deep understanding of new and existing regulations that may impact ISA’s projects/Programmes. She/he will work under the supervision of the Chief of Unit, Programme and Project Implementation, and where required, with the Chief of Unit, Governance and Legal.

Duties and Responsibilities:
Policy Framework
Undertake assessments of existing and emerging policies, regulatory and institutional issues relating to the deployment of solar technology and applications in the ISA Member countries with a view to providing solutions to them.
Identify policies, regulatory and institutional issues relating to the ISA activities on solar parks, rooftop, mini grids, solar pumps and solar.
home systems, and the achievement of renewable energy targets in the ISA Member countries, as well as emerging problems concerning the implementation of these regulatory and policy responses and recommend appropriate actions.
Standardize all ISA’s business operations and establish clearly documented policies and protocols.
Support the Programmatic leads on the development of policy and regulatory advice, reflecting international, regional, and national good practice and preferably be prepared from a jurisdictionally comparative perspective. This may include: the development of country-specific solar policies, assessments of sector development plans and renewable energy policy environments, and the development of readiness criteria for projects financed by bilateral and multilateral agencies.
Stakeholder Support
Build strong and productive relationships with stakeholders, particularly with those in the ISA Member Countries, including government utilities, funding agencies, regulatory bodies, and the National Focal Points
Convene and effectively support stakeholder consultations, including facilitating surveys, and the gathering of data and other information as required, and as a participant in missions overseas.
Knowledge Management
Explain regulations, procedures, and policies to all staff and stakeholders, as necessary.
Facilitate knowledge management and ensure programme, projects and activities are informed by regulatory policy framework.
Other
Support for other duties as may be assigned by the Chief of Unit, Programme & Policy Implementation, in area of work.
Qualifications:
Education
Advanced university degree (Master’s degree or equivalent) in business administration, economics, technology, engineering, or a related discipline.
A first-level university degree in combination with 4 additional years of qualifying relevant experience may be accepted in lieu of the advanced university degree.
Experience:
A minimum of 8 years of relevant experience in the renewable energy sector, preferably on solar, including in the development of policies and regulations and in engagement with government agencies and regulatory bodies.
Relevant experience in working on renewable energy, decentralized solar applications or access to energy issues in Small Island Developing States and/or Least Developing Countries is desirable.
Relevant experience of working with funding institutions is an asset.
Thorough understanding of policies and regulations required to effective support the renewable energy sector, preferably with a focus on solar and/or decentralised applications.
Knowledge of renewable energy sector more broadly, as well as issues relating to access to energy.
Ability to independently conduct research and analysis, formulate options and present conclusions and recommendations.
Language and IT Skills:
The role demands substantial writing and verbal communications skills. As English is the official and working language of the Organization, excellent command of both written and spoken English is required.
Knowledge of other languages (i.e., French, Spanish and Arabic) would be an advantage.
Satisfactory skills in Outlook, MS Office products, and various ERP systems is highly desirable.
