Post Date: June 12, 2013 Deadline: June 22, 2013 Company: Tetra Tech Vacancy Announcement: Quality Assurance Engineer Tetra Tech is assisting with implementation of the Ethiopia Health Infrastructure Project (EHIP) under contract with the USAID/Ethiopia Mission. This multi-year project focuses on evaluation, design and construction support to USAID for rehabilitation of existing, and construction of new, Health Centers in rural areas through-out Ethiopia. During the construction stage of the project, Tetra Tech will assign experienced Quality Assurance staff to assist USAID with field-verification of compliance with project quality standards. Responsibilities The Quality Assurance Engineer will work primarily at the various construction sites under the direction and mentoring of the Chief of Part who is stationed in the Addis Ababa Tetra Tech Office. The QA Engineer must be able to: • Be comfortable with air and ground travel for extended periods of time to sites through-out Ethiopia often in very austere conditions; • Be willing to accept extended assignment to a regional office which is outside of Addis Ababa; • Review and comment on the Contractor’s 2-week look ahead schedule; • Coordinate with Tetra Tech and Contractor supervisors to schedule QA site visits at specific intervals; • Assist the Contractor and EHIP Sr. CE with implementation of the EHIP Quality Assurance Plan; • Verify and document the Contactor’s adherence to the CQC plan and spot check compliance with Construction plans and specifications; • Read and understand the construction drawings and specifications; • Review shop drawings submittal log available on site and spot check that materials supplied are consistent with submittals; • Confirm on-site compliance with the project Health and Safety Plan (HASP); • Confirm on-site compliance with applicable environmental regulations; • Conduct or facilitate spot check destructive and non-destructive testing as needed to verify the Contractor’s independent testing and inspection results; • Confirm that outstanding Non-Compliance issues are resolved; • Confirm that the independent testing laboratory used by the Contractor is certified and that experienced personnel and appropriate equipment are being provided; • Assist the Sr. CE with final inspections and punch list follow-up; • Demonstrate strong interpersonal skills and support activities of other Tetra Tech staff and sub-consultants where necessary and appropriate; • Assist the Tetra Tech Architect/Engineer staff with solving project technical problems and responding to RFI’s both in the office and in the field; • Assure document quality by employing a strong personal work ethic, attention to detail and collaboration with others; • Perform other duties as may be assigned by the Sr. CE of EHIP Chief of Party. Qualifications • Applicant must be Ethiopian; • Must hold a Bachelor of Engineering or Architecture degree or equivalent; • Five (5) years of progressively responsible experience with public facilities construction and inspection, site development and collaboration with multi-discipline engineers is desirable; • Must be fluent in written and spoken English and capable of producing comprehensive and informative site visit reports; • Must be familiar with all Microsoft Office products; • Must have knowledge of applicable international and Ethiopian codes and standards; • Must have a valid Ethiopia driver’s license Duty Stations Hawassa and Bahir dar Application Instructions: Candidates who only meet the above requirements are invited to send their applications and detailed CV by email: frezewd.fera@tetratech.com within ten days after the publication.
