Job Description

Targa Resources is seeking a Natural Resources Environmental Specialist in Tulsa, OK. The role requires expertise in NEPA processes, Waters of the U.S., and the Endangered Species Act. Responsibilities include maintaining environmental policies, assessing risks, managing project planning, and preparing regulatory documentation. Candidates should have a bachelor's degree and 5-10 years of relevant experience. Strong communication and organizational skills are essential.
As a Natural Resources Environmental Specialist, you will need functional and technical expertise and skills in NEPA processes, as well as in Waters of the U.S., cultural resources and Endangered Species Act. In this role, you will manage projects and programs of moderate complexity that require a specialized breadth of expertise.

JOB DUTIES & KEY RESPONSIBILITIES:
• Maintains environmental policies, processes, and compliance documentation; interprets federal, state, and local regulations to ensure adherence
• Assesses environmental risks, recommends mitigation strategies, and executes approved actions, including preparation of required regulatory documentation
• Leads or supports environmental project planning activities such as scheduling, cost estimation, impact assessments, and reporting
• Prepares and submits complex environmental permit applications, renewals, approvals, and variances, and maintains accurate permitting schedules aligned with project milestones
• Monitors regulatory changes (e.g., FERC, NEPA, Clean Water Act, ESA, NHPA) and evaluates impacts on project timelines, costs, and compliance obligations
• Other duties as assigned

MINIMUM ESSENTIAL QUALIFICATIONS:
• A minimum of a bachelor’s degree is required
• A minimum of 5 to 10 years of Natural Resources environmental experience
• Demonstrates excellent organizational/interpersonal skills and safety as the utmost priority
• Proficiency in Microsoft Office Applications and PC skills
• Strong knowledge of federal and state environmental permitting processes, including FERC and NEPA requirements
• Ability to manage multiple permits across large-scale projects with aggressive deadlines
• Skilled in developing permitting timelines and integrating them into overall project schedules
• Excellent written and verbal communication skills for agency coordination and stakeholder engagement
• Ability to lead cross-functional teams and manage external consultants effectively
• Commitment to environmental stewardship and regulatory compliance
• Proactive approach to identifying and resolving permitting challenges
• Regular and reliable attendance
