This role focuses on building plans, systems, procedures, command structures, training scenarios, drills, and response frameworks that enable timely medical care during major incidents, natural disasters, CBRNE events, offshore emergencies, onshore incidents, and business continuity disruptions. Key Responsibilities * Provide expert advice on the development and implementation of medical emergency preparedness, major incident planning, CBRNE readiness, disaster risk reduction, and healthcare business continuity. * Advise, manage, and coordinate emergency management operations for Group Medical Services Division while ensuring alignment with ADNOC and Group Companies' emergency preparedness direction. * Develop and establish emergency preparedness plans for all Group Medical Services facilities to meet current operational risks and future ADNOC requirements. * Ensure emergency resources, response strategies, procedures, and capabilities are planned and implemented efficiently and on time. * Establish processes that enable rapid command and control during major incidents and CBRNE incidents. * Ensure emergency response arrangements are scalable, flexible, scenario-based, and suitable for a wide range of medical and operational emergency situations. * Provide expert advice on strategic direction, tactical management, emergency planning, and disaster recovery strategies. * Support the safeguarding of employees, capital assets, proprietary information, and critical healthcare services during emergency situations. * Initiate proactive analysis and provide advice on key strategic areas related to emergency management and medical emergency operations. * Develop protocols, policies, and procedures for emergency preparedness across onshore operations, offshore operations, helicopter emergency medical services, local emergencies, national emergencies, major incidents, terrorism incidents, natural disasters, and CBRNE events. * Incorporate emergency preparedness considerations relevant to the Oil and Energy industry, nuclear industry, national security, and wider critical infrastructure environment. * Lead and coordinate emergency preparedness drills across Group Medical Services facilities. * Oversee development and implementation of emergency training scenarios, response exercises, and disaster preparedness programs. * Plan preparedness activities covering CBRNE readiness, business continuity, emergency response, and resilience during major incidents. * Advise Group Medical Services on international benchmarking against best practice incident response plans. * Promote a coordinated approach to major incident and disaster management that integrates with DOH standards, ADNOC requirements, and external stakeholder expectations. * Identify capability gaps, capacity needs, operational risks, and preparedness weaknesses, then develop improvement plans to address them. * Ensure emergency planning, planning cycle implementation, and preparedness planning culture are embedded across Group Medical Services. * Build high levels of healthcare resilience and support effective control, mitigation, response, and recovery during major incidents and CBRNE events. * Coordinate, support, and advise on all aspects of emergency planning, major incident business continuity, and resilience. * Work closely with ADNOC, Group Companies, DOH, SEHA, NCEMA, Abu Dhabi Police, Ministry of Interior, Military, Chemical Defense, Armed Forces Medical, FANR, ENEC, NAWAH, Civil Defense, National Search and Rescue, and other relevant partners. * Analyze lessons learned from exercises, incidents, audits, and emergency response activities. * Track emergency preparedness implementation actions and monitor process changes linked to risks, resources, outcomes, legislation, and stakeholder requirements. * Identify opportunities for cooperation, networking, mutual aid agreements, and joint response arrangements that enhance emergency preparedness. * Design and develop high-end medical countermeasures for CBRNE and major incident management tailored to ADNOC operations, local environment, and cultural needs. * Identify, interpret, and apply laws, regulations, policies, and standards related to emergency management, disaster management, healthcare preparedness, and CBRNE response. * Facilitate integration of Group Medical Services risk reduction strategies into ADNOC, Department of Health, and national strategic plans. * Coordinate with national and federal agencies to ensure alignment in preparedness planning and seamless multi-agency major incident and CBRNE response capability. * Ensure preparedness capability remains effective regardless of incident type, operational location, or emergency scale. * Plan, supervise, and coordinate assigned activities to meet functional objectives. * Train and develop assigned staff on emergency preparedness, incident management, medical response planning, CBRNE awareness, and business continuity practices. * Provide input for function, division, department, and section budgets and support implementation of approved budgets and work plans. * Investigate and highlight significant budget or performance variances to support cost control and operational effectiveness. * Implement approved policies, processes, systems, standards, and procedures in line with company and international standards. * Contribute to approved performance objectives in line with ADNOC performance management framework. * Design and implement new tools, methods, and techniques to improve emergency preparedness processes and response capability. * Identify internal process improvements based on best industry standards and recommend practical solutions for emergency planning challenges. * Comply with HSE policies, procedures, controls, applicable legislation, sustainability guidelines, and ADNOC Code of Practices. * Provide inputs for MIS reports, preparedness progress reports, emergency readiness updates, and management information. * Maintain regular work-related communication with vice presidents, team members, directorates, ADNOC Group stakeholders, MOH, DOH, NCEMA, Civil Defence, and related emergency response authorities. Ideal Profile * Bachelor Degree in Medicine or an equivalent qualification. * Background in Emergency Medicine, Pre-Hospital Care, Medical Emergency Preparedness Planning, or related medical response discipline. * Minimum 12 years of professional experience in emergency preparedness planning, healthcare preparedness planning, medical emergency response, or disaster resilience. * Experience in preparedness planning at national level, regional level, or within a large healthcare institution is preferred. * Strong understanding of major incident medical management, CBRNE response, healthcare resilience, disaster recovery, and emergency command structures. * Practical experience developing emergency preparedness plans, business continuity arrangements, medical response protocols, and training scenarios. * Knowledge of onshore and offshore emergency response requirements, helicopter emergency medical services, and major incident healthcare planning. * Ability to coordinate effectively with government authorities, healthcare institutions, emergency response agencies, national security stakeholders, and industrial operations teams. * Strong knowledge of DOH standards, ADNOC emergency preparedness expectations, national emergency frameworks, and relevant UAE emergency management stakeholders. * Experience leading emergency drills, preparedness exercises, disaster response simulations, and multi-agency coordination activities. * Ability to interpret emergency management laws, regulations, policies, and standards. * Strong capability in gap analysis, risk-based preparedness planning, lessons learned tracking, and continuous improvement of response systems. * Excellent communication skills with the ability to advise senior leadership, prepare reports, coordinate stakeholders, and deliver preparedness training. * Professional certifications in Major Incident Medical Management, CBRNE, ATLS, ALS, PHTLS, PALS, or Pre-Hospital Care will be an advantage where applicable. * Comfortable working in an air-conditioned environment with occasional outside visits.
