Think Tank, Inc. is hiring a Marine Project Manager in Miami, FL, to oversee NOAA-related operations, ensuring compliance with federal standards and managing a multidisciplinary team. The role involves program leadership, communication with NOAA, operational oversight, and performance tracking. Candidates should have a Bachelor's degree, 5+ years of project management experience, and familiarity with marine legislation. This position requires onsite presence at SEFSC facilities.

POSITION DESCRIPTION:

Think Tank is seeking an experienced Project Manager to lead all operational, technical, and administrative functions supporting NOAA. This program plays a vital role in collecting high-quality fishery-dependent data used to manage fish stocks and protect marine resources across the Atlantic, Gulf of Mexico, and Caribbean.

The Project Manager serves as the primary liaison between the Contractor and NOAA, overseeing a multidisciplinary team that includes trainers, data specialists, and gear technicians. The ideal candidate will bring strong leadership, organizational, and communication skills to manage personnel, ensure program efficiency, and uphold NOAA's mission of sustainable fisheries and marine conservation.

RESPONSIBILITIES:

Program Leadership: Manage all aspects of the contract, including personnel, logistics, quality control, and resource allocation to ensure seamless operations and compliance with the Performance Work Statement (PWS).Primary Point of Contact: Serve as the main communication channel with NOAA's Contracting Officer (CO) and Contracting Officer's Representative (COR).Operational Oversight: Ensure continuous monitoring of observer programs across multiple fisheries (reef, shrimp, pelagic, shark, and others) in the Southeast region.Reporting: Prepare and submit comprehensive Quarterly Status Reports detailing project performance, expenditures, and progress metrics.Risk & Safety Management: Support observer safety initiatives, compliance with NOAA Safety Standards, and coordination of safety and sampling gear issuance and retrieval.Issue Resolution: Address and resolve programmatic, logistical, and personnel issues collaboratively and efficiently.Performance Measurement: Track and manage performance metrics to ensure program goals and deliverables are met or exceeded.REQUIREMENTS:

Bachelor's degree in Marine Science, Environmental Management, Project Management, or related field.5+ years of project management experience in a federal, scientific, or environmental program setting.Demonstrated success managing multifunctional teams and complex logistics.Strong knowledge of federal compliance, reporting, and safety standards (e.g., NOAA, FAR, SCA, OSHA).Excellent written and verbal communication skills.Proven ability to manage contracts, budgets, and deliverables to government standards.Experience with NOAA Fisheries, fishery observer programs, or other federal marine resource projects.Familiarity with relevant legislation such as the Magnuson-Stevens Act, Marine Mammal Protection Act, and Endangered Species Act.PMP Certification or equivalent professional project management credential.
