Manufacturing Workforce, Deployment, and Decarbonization Strategy Fellow

Zintellect is seeking a Manufacturing Workforce, Deployment, and Decarbonization Strategy Fellow to work with the U.S. Department of Energy's Office of Manufacturing and Energy Supply Chains. The fellow will gain hands-on experience in clean energy policy, workforce development, and strategic planning, while contributing to projects aimed at deploying over $1 billion in funding for clean energy initiatives. The position is based in Washington, D.C. and may extend beyond one year.
The U.S. Department of Energy (DOE) Science, Technology, and Policy Program is designed to provide opportunities for postgraduates and faculty to participate in programs, projects, and activities at the Department. Fellows will receive hands-on experience that provides an understanding of the mission, operations, and culture of the DOE. As a result, fellows will gain deep insight into the federal government's role in the creation and implementation of energy technology policies; apply their scientific, policy, and technical knowledge to the development of solutions to issues of importance to the DOE and continue their education and involvement in areas that support the DOE mission either in a technical or policy-related role.



About the Office of Manufacturing and Energy Supply Chains



The U.S. Department of Energy (DOE) Office of Manufacturing and Energy Supply Chains (MESC) is the frontline of clean energy capital deployment to accelerate America’s transition to a resilient, equitable clean energy future via direct investment in manufacturing capacity and workforce development. MESC’s Science, Technology and Policy (STP) Program develops future leaders in clean energy manufacturing, industrial decarbonization, and clean energy-related workforce and economic development. MESC STP appointments provide an opportunity for talented scientists, engineers, economists, and technical professionals (e.g., business analysts, data scientists, informaticians) to participate in policy-related projects at MESC offices in Washington, D.C.



MESC seeks a fellow to learn about developing strategies for its Manufacturing and Workforce Deployment area. This area is actively deploying over $1 billion in funds from the Bipartisan Infrastructure Law to develop a skilled clean energy and advanced manufacturing workforce that represents the diversity of America and a strengthened base of small and medium-sized manufacturers prepared to lead the global clean energy transition, and to decarbonize energy-intensive industries – all with a focus on investing in disadvantaged communities and in communities transitioning away from fossil fuel reliance. At the same time as it implements these programs, the Manufacturing and Workforce Deployment area also is developing longer-term strategic plans and tools to enable the office to serve as a platform for ongoing strategic investment in clean energy manufacturing, workforce development, and industrial decarbonization.



The fellow will gain a better understanding about the MESC team while learning about activities critical to the office's mission. This Fellowship will be offered as an initial one-year appointment with a second-year offer to extend the appointment, contingent on mentor approval and funding. There is potential to extend the appointment for additional years under certain circumstances. All appointment extensions are made at the discretion of the sponsoring office. Learn about strategic analyses and building dynamic models, to identify technology areas, geographies, population groups, and program types in which additional public investment may be warranted.
Networking with stakeholders across government; industry; national labs; the workforce, educational, and economic development systems; and others.
Learn about project management of MESC awards (including interfacing with awardees to better understand operational problems and possible solutions)
Participating in strategic planning for MESC and other DOE initiatives
Learn about authoring external-facing reports, including Reports to Congress, on topics related to clean energy manufacturing workforce and economic development, industrial decarbonization, or related topics
Contributing to collaboration with inter-office groups focused on advancing and institutionalizing cross-DOE priorities including workforce development, energy equity, environmental justice, and industrial decarbonization.
Expanding knowledgebase on scoping and coordinating National Laboratory studies on similar topics.


These activities may be carried out in collaboration with teams of multi-level federal employees, other participants, support service contractors, and experts from national laboratories.

Participant Benefits:



Participants will receive a base stipend based on relevant experience, to be determined by DOE-MESC.



Stipend range: $90,000-$120,000, annually.



Participants are eligible to purchase health insurance plans offered through ORISE. Participants may receive a health insurance stipend supplement to offset premium costs.



Participants may be eligible to receive a travel and training allowance of $10,000 per appointment period to be used for travel expenses for scientific and professional development activities and required travel for team meetings during the fellowship.



Participants may be eligible for a one-time relocation stipend supplement at the direction of DOE-MESC.



Nature of Appointment



The participant will not enter into an employee/employer relationship with ORISE, ORAU, DOE, or any other office or agency. Instead, the participant will be affiliated with ORISE for the administration of the appointment through the ORISE letter of appointment and Terms of Appointment.
