Environmental Specialist/Restoration Ecologist 17

The Yurok Tribe is seeking a Restoration Ecologist/Environmental Specialist in Kansas to assist with river and watershed restoration planning, design, and monitoring. Responsibilities include conducting environmental compliance analyses, preparing permits, performing GIS analyses, and collaborating with multidisciplinary teams. The position requires a Bachelor's degree and relevant experience. This is a 12-year term position with potential for extension based on funding.
Restoration Ecologist/Environmental Specialist Serve as a Restoration Ecologist/Environmental Specialist to assist with river and watershed restoration planning, design, monitoring, and construction support, specializing in environmental compliance/permitting, restoration quality control/assurance (QA/QC), and watershed/restoration monitoring for the Yurok Tribe working with the Fisheries Department under general supervision of the Senior Civil Engineer in Weaverville. This is a term 12-year term position with opportunity for extension based on availability of funding.

Duties & Responsibilities Environmental Planning, Compliance and Permitting
1. Conduct Environmental Compliance Analysis and associated documents for restoration projects
2. National Environmental Policy Act (NEPA) Analysis/Documents
3. California Environmental Policy Act (CEQA) Analysis/Documents
4. Federal and California Endangered Species Act Analysis/Documents
5. Prepare federal, state, and local environmental permits to aid in restoration planning.
6. Develop grant proposal solicitation documents for federal and state funding opportunities.
7. Perform Geographical Information System (GIS) analyses for restoration planning/permitting.
8. Develop cartographic maps and figures for use in environmental planning documents.
9. Perform field investigations and surveys including collection of planning and design data.
10. Conduct and facilitate meetings with federal, state, and local permitting agencies.
11. Develop reports and related documents for environmental compliance and planning.
12. Plan, develop, and evaluate project alternatives for restoration planning.
13. Performs other related duties as assigned.
Watershed Restoration Planning, Design, and Monitoring:

1. Develop restoration grant solicitation document for federal and state funding opportunities
2. Conduct baseline field monitoring to assist with planning and design of restoration projects.
3. Perform watershed and restoration analyses using GIS and other software.
4. Work in a multi-disciplinary design team to assist in restoration planning and design.
5. Participate in external technical teams of engineers and scientists (e. g. , design and other workgroups within the Trinity River Restoration Program), including preparation of Yurok Tribe review comments on external design reports.
6. Perform field investigations and surveys including collection of planning and design data.
7. Plan, develop, and evaluate project alternatives for channel and floodplain rehabilitation, large wood placement, and general watershed restoration actions.
8. Participate in river surveys for Fisheries monitoring and biological baseline data collection.
9. Participate in rehabilitation site effectiveness monitoring and data collection.
10. Participate in Fisheries related habitat surveys and monitoring tasks.
11. Development of monitoring reports and assist with scientific reviews of external reports
12. Conduct biological data collection analysis to aid in scientific reports and designs.
13. Performs other related duties as assigned.

Education/Experience/Minimum Qualifications EDUCATION/EXPERIENCE:

1. G9:
Bachelor's degree in related field with two years of job specified experience.
2. G10:
Bachelor's degree in related field with three years of job specified experience.
3. Employees must be willing to acquire any special certifications or attend any training that is determined to be relevant or become required of the position in the future.
4. Candidates with equivalent combinations of education, training and experience will be considered.
MINIMUM QUALIFICATIONS:

1. Knowledge of ESA, NEPA, CEQA, and FEMA regulatory permitting and compliance.
2. Advanced skills in Environmental Quality Assurance and Quality Control (QA/QC).
3. Advanced skills in field data collection and biological monitoring.
4. Advanced skills in ArcGIS, including the ability to create, edit, export and manage GIS files from multiple sources.
5. Advanced skills in environmental compliance documentation and report development.
6. Advanced knowledge of the watershed restoration sciences and Fisheries biology.
7. Ability to compile, analyze and report data concerning biological sciences.
8. Extensive communication skills, especially writing and public speaking.
9. Interpersonal and oral communication skills to work cooperatively with individuals of diverse backgrounds.
10. Recognition that in order to serve Yurok People one must know as much as possible about Yurok history, culture and values.

Supervisory Responsibilities/Conditions of Employment SUPERVISORY RESPONSIBILITIES:
This position does not have supervisory responsibilities.
