This position requires strong client and staff interaction skills, as well as project deliverable tracking. Minimum 5 tears' experience managing and implementing environmental compliance programs at federal facilities or private industry with state regulators. The position reports to the WHS Program Manager and requires a bachelors or master's degree in engineering, environmental science, or similar degree with strong technical and quantitative analysis skills, proficiency in technical wñting, and interacting with various types of staff at various levels in an organization. This position requires good organizational skills, ability to always maintain attention to detail, management of multiple projects and activities, ability to manage tasks as needed, and work well with others on completing deliverables. A security clearance level of Secret is required for this position which is onsite at a federal facility.

Job responsibilities: Air Remitting, compliance and implementation: Draft and submit air permit compliance documentation. Perform technical analysis in calculations and research as needed to support proof of concept, caibon footprint analysis, air emission.analysis, and drawing and specification review, Draft and submit Title V renewal application, semi-annual engine hours letters, and Annual Air Emissions statement. Interact with environmental regulators and opefational staff, as required. National Environmental Policy Act (NEPA) Working within multidisciplinary teams to support the preparation of NEPA documentation, including Records of Environmental Consideration (REC) or Categorical Exclusion Reports, Environmental Assessments (EAs), Environmental Impact Sta"tements and Findings of No Significant Impact (FONSIs) and Records of Decisions (ROD) for project that require NEPA review. Attends facility planning meetings to ensure that NEPA is consistently addressed. Maintain project tracking systems to ensure NEPA compliance for all major construction projects. Perform data gathering and analysis, write assessment reports, coordinate with outside agencies, and prepare final record and supporting documentation, Coordinate with operations staff and the Construction Management division to track construction projects and to identify NEPA impact. Attend Construction planning meetings, conduct National Historic Preservation Action Section 106 consultation with respective state organization and local committees and document NEPA procedures and evaluations. Engage with external stakeholders (e.g., wildlife agencies, and the State Historic Preservation Office), as appropriate. Review technical reports and proposals or other document submission for client or regulatory review as issued. Draft and submit National Pollutant Discharge Elimination System (NPDES) Permit Renewal Application and annual report: Stormwater Pemitting and Implementation: Water discharge permits compliance (NPDES). StormwaterManagement Plan (particularly regarding construction activities and compliance). Perform Erosion Sediment and Control (ESC) Inspections Petroleum storage tank compliance [aboveground (ASTs) and underground storage tanks (USTs)]: Ensure regulatory compliance of USTs and ASTs. Perform and/or assist in third party UST and AST inspections. Coordinate and ensure annual Automatic Tank Gauge (ATG) certifications. Coordinate and provide oversight for API-570 inspections and source testing activities. Multimedia environmental compliance inspections: Provide appropriate reports for all field inspections. Collecting, analyzing, and reporting data to ensure facilities remain in compliance with environmental requirements. Environmental Regulatory Compliance: Federal and state (PA and MD) environmental laws and regulations, including - but not limited to - CWA, CAA, SDWA, RCRA, EPCRA, CERCLA, TSCA, PA Code 25, and COMAR 26.10. Coordinating with individuals and organizations outside of the program to ensue environmental compliance requirements are met across facilities' operations and construction projects. Drafting and periodically updating Environmental Management Plans to include Stormwater Pollution Prevention Plan (SWPPP), Spill Prevention Control and Countermeasures (SPCC) Plan, Tank management Plan (TMP), Oil Discharge and Contingency Plans (ODCP), Identifying and implementing environmental compliance program priorities. Environmental document reviews, to include S0Ps, S0Ws, and Designs. Natural Resources support to include bird, bat, and deer surveys, and periodic deer exclusion fence repairs. Phase I Environmental Site Assessments (ESA) as needed. Perform Environmental Assessments (EAs) as required. Develop technical briefngs, reports, and memos to communicate the program requirements and effectiveness of environmental initiatives. Review and draft Job Hazards Analysis (JHA) as required for project implementation. Create and provide training for various environmental compliance programs as required by client. Respond to other environmental consensus/issues required by the client and ensure all reporting and deliverable deadlines are met. Management of client needs: Respond to incoming client requests and phone calls. Attend meetings as required by the client.Review and edit program-related materials for client as requested. Consult with clients regarding applicable project regulations as they relate to tasks and services provided by Applied Environmental. Forward the client information to the appropriate Division Manager or other resource to answer any specific question or comment as necessary. Assist with the review of cost and technical proposals as required Inform client of any issues as soon as possible. Project management: Ensure that specific projects you are engaged in have final reports of projectwoil‹that are prepared and submitted in a proper timeframe, typically three weeks from completion of the work, unless another timeframe is prescribed by the contract. Ensure that all reports and/or deliverables have received the proper QA/QC review, including peer review and senior technical feview. Perform peer review of staff reports as appropriate. Ensure that projects are performed in accordance with the scope of work/contract requirements. Administrative: Maintain an organized working environment, and ensure timesheets and expense reports are submitted on time.
