## Environmental Policy and Strategy Lead

ICF is seeking an experienced Environmental Policy and Strategy Lead to support a Department of War (DOW) contract and team based in Huntsville, Alabama. You'll provide comprehensive environmental management support to the Missile Defense Agency (MDA), working on regulatory environmental compliance, environmental impact analysis, planning, policy and strategy development, sustainability, conservation, and related technical assistance. This role supports all agency missions, weapons systems acquisition, development, testing, deployment, and fielding at geographically dispersed locations worldwide.

### Position Details

This is a full-time position based in Huntsville, Alabama. Currently, you'll work onsite in a federal government facility Mondays through Thursdays, with situational telework authorized on Fridays. However, telework authorization is subject to change at any time based on client requirements. Travel is required for specific project work throughout the United States and abroad, generally less than 25% of the time. A SECRET security clearance is required for this role.

### What You'll Do

You'll serve as a subject matter and regulatory expert on complex technical and programmatic issues related to environmental planning, management, and compliance initiatives. Your day-to-day work includes conducting air emission calculations and preparing permit applications for the use of generators and boilers in the United States and its territories. You'll support and execute air emissions modeling and permitting, environmental policies, studies and analysis including National Environmental Policy Act (NEPA), and environmental compliance audits related to DOW system testing and facilities planning, design, construction, operation, and sustainment.

You'll develop strategies related to environmental planning, management, and compliance while supporting multiple concurrent high priority environmental projects. Part of your role involves identifying problems, developing sound solutions, and presenting recommendations to the team for approval and implementation. You'll interact directly with the client on a daily basis, so strong communication and collaboration skills are essential.

### Required Background

You must hold a Master's degree in environmental engineering, environmental science, or a related engineering/science field. You'll need a minimum of 10 years of relevant professional environmental work experience. Your background should include experience in preparing air emission calculations and permit applications for emergency/prime power diesel- or natural gas fired-generators and boilers.

A strong environmental regulatory background is critical, with demonstrated experience in CAA, RCRA, and NEPA, including preparing Environmental Assessments (EAs), Impact Statements (EIS), and supporting documents. You must have experience conducting multi-media environmental compliance audits and experience in Environmental Management System implementation and maintaining conformance.

You'll need strong verbal and written communication and computer skills, as well as the ability to work with a high degree of independence and minimal direct supervision. You must be able to work in the field, work outdoors, and lift up to 50 lbs. U.S. citizenship is required per federal contract requirements, and you must possess an active Do. D Secret security clearance or have the ability to obtain one.

### Preferred Qualifications

Prior military or Federal consulting experience is preferred. A Professional Engineer (P.E.) license and/or other relevant environmental professional credentials such as Certified Hazardous Materials Manager (CHMM), Professional Geologist (PG), or Certified Professional Environmental Auditor (CPEA) are preferred.

### Compensation and Benefits

The pay range for this position based on full-time employment is $89,222.00 - $151,678.00 annually. Multiple factors are considered in determining final pay, including relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications, as well as contract provisions regarding labor categories specific to the position.
