ENVIRONMENTAL SCIENTIST 3 (WATER RESOURCES)

The State of New Jersey is hiring an Environmental Scientist 3 (Water Resources) to assist in scientific projects related to water supply and pollution control. Responsibilities include conducting research studies, supporting environmental engineering programs, evaluating legislation, and preparing technical reports. Candidates need a Bachelor's degree and a Master's degree in a related field, along with two years of relevant experience. A valid New Jersey driver's license may be required.
ENVIRONMENTAL SCIENTIST 3 (WATER RESOURCES) DEFINITION Under direction of an Environmental Scientist 1 or other supervisor in the Division of Water Resources, Department of Environmental Protection, assists, as a team member, in scientific projects and programs in the fields of water supply and/or water pollution control, including water quality modeling and load allocations, computer applications, applied mathematics, thermo- dynamics, and/or other fields related to engineering and water quality management; does related work as required. EXAMPLES OF WORK: Assists in the design, development, and conduct of research studies and surveys in the field of water quality management and/or water resources management. Assists Environmental Scientists 1 and 2 in organizing and carrying out environmental engineering programs directly relating to water quality management. As required, provides scientific advice and assistance when computer application problems arise. As required, reviews and evaluates the probable effect of proposed legislation concerned with water quality management and/or water resources management. Assists in preparing project proposals for federal funds and in monitoring contracts. Assists in developing environmental surveillance systems involving water and various pollutants and contaminants. Assists in developing water quality models. Represents the department at meetings and conferences dealing with state water quality modeling programs. Keeps technically current with the literature and new developments in water quality modeling, risk assessment, and nonprofit source analysis. Prepares technical correspondence in the course of official duties. Prepares technical scientific reports of water quality modeling containing findings, conclusions, and recommendations. Maintains essential records and files. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. REQUIREMENTS: EDUCATION: Graduation from an accredited college with a Bachelor's degree, supplemented by a Master's degree in Biology, Biochemistry, Microbiology, Ecology, Limnology, Geology, Water Resource Engineering, Sanitary Engineering, Civil Engineering (water related), Physics, Mathematics, Meteorology, Environmental Science, Soil Science, or other field related to water resources. EXPERIENCE: Two (2) years of experience in water quality modeling, water supply management, and/or environmental engineering directly related to ground and surface water programs. LICENSE: Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position. KNOWLEDGE AND ABILITIES: Knowledge of the basic principles, practices, procedures, and technology of the scientific field concerned and with those of ecology. Knowledge of the laws and regulations of New Jersey pertaining to the physical environment with emphasis on the field of water pollution control programs after a period of training. Knowledge of the ecological and toxicological effects of water pollution and their interaction. Knowledge of the uses and limitations of instrumentation and computer technology. Knowledge of federal, state, and other laws, and judicial policies and practices. Ability to organize scientific work, analyze water quality problems, and devise methods for their alleviation. Ability to review and interpret technical material relating to water quality management and water pollution control programs. Ability to prepare, modify, run ,and analyze results of water quality computer models. Ability to analyze, interpret, and apply basic laws, regulations, policies, standards, and procedures pertaining to the physical environment with emphasis on the field of water pollution control programs. Ability to translate results of water quality models into individual wasteload allocations for dischargers. Ability to read and interpret engineering specifications and reports and other scientific documents. Ability to prepare scientifically accurate proposals and papers. Ability to work cooperatively as a team member. Ability to prepare technical correspondence in the course of official duties. Ability to prepare informative and accurate scientific reports. Ability to maintain essential records and files. Ability to learn and utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
