The Arkansas Department of Energy and Environment (E&E) Branch Manager is responsible for managing economic and community development programs. This position is governed by state and federal laws and department policy.
Functions
Plans and coordinates the operations of the Community Development section of E&E to establish community and economic development program priorities and to coordinate these functions with other divisions within the agency and with state and federal agencies. Supervises a small to medium-sized professional and administrative support staff by interviewing and recommending for hire, assigning and reviewing work, and evaluating the performance of incumbents.
Provides guidance and recommendations to staff in the development and implementation of community and economic development programs to ensure goal setting and effective action plans. Monitors and evaluates programs by reviewing progress reports to ensure goals are met and schedules adhered to. Answers technical questions related to environmental and community development programs for state and federal personnel, elected officials, and the public, and collaborates with other states to exchange program information.
Develops and conducts workshops, seminars, and presentations to provide training and information. Manages resources and develops budgets, monitoring expenditures. Develops and updates policies and procedures to adapt to changing needs and improve effectiveness. Performs other duties as assigned.

Skills and Abilities
Knowledge of government organization and operations. Knowledge of programs/resources available to communities. Knowledge of human resource and organizational management principles. Ability to establish systems and direct operations through staff. Ability to prepare detailed reports and deliver presentations. Negotiation skills. Ability to estimate costs, time, personnel, and resources for operations.
Minimum Qualifications
Bachelor’s degree in science, business, economics, or related field, plus three years of experience in environmental or energy program development, including one year in a managerial role. Additional qualifications may be required and are subject to review and approval.
Preferred Qualifications
• Arkansas registered Professional Engineer or Geologist
• Experience in technical report review and writing
• Experience with engineering calculations, plans, and specifications
• Project management and teamwork experience
• Knowledge of environmental laws and regulations such as RCRA, CERCLA, and related acts
• Experience in hydrogeologic investigations and groundwater sampling
• Hazardous Waste Operations and Emergency Response Standard (HAZWOPER) 40-hour and 8-hour training
