The City and County of Denver is seeking a Chief Health Strategist for its Department of Public Health and Environment. This role involves strengthening public health infrastructure, fostering community partnerships, and addressing health inequities. What You’ll Do Denver's Department of Public Health and Environment (DDPHE) is dedicated to advancing Denver's environmental and public health goals. DDPHE works collaboratively with city, state and community partners to conduct education, community engagement, and enforcement to promote healthy people, healthy pets, and a sustainable environment. DDPHE oversees a number of services related to public health and the environment and is comprised of seven divisions: Shared Services and Business Operations; Community & Behavioral Health; Public Health Investigations; Denver Animal Protection; the Office of Medical Examiner; Emergency Management and Medical Operations, and Environmental Quality. As the Chief Health Strategist you will help DDPHE strengthen public health infrastructure to build healthier and more vital communities. You will apply a multi-sector approach to strengthen department, community, and interagency partnerships and address identified health needs in the City and County of Denver. This strategist role is an engaged change leader who promotes and builds collaborative relationships and initiatives that make meaningful progress in addressing health inequities, and provides coordination, facilitation and leadership within the agency and community to foster growth in knowledge, practice, and capacity across disciplines and organizations. The person filling this role may be responsible for helping improve the administrative, financial, and operational activities for the Executive Director. This position serves as a senior advisor to the Executive Director in various capacities and may represent the Executive Director when they are unavailable. This position requires high emotional intelligence and experience working in a fast-paced political setting. Specifically, as the Chief Health Strategist you will: Consult with, and provide recommendations to, the Executive Director regarding the Department’s vision, mission, and department policies. Implement strategies related to the long-term vision and strategic plan for the organization in conjunction with the DDPHE leadership team while integrating the perspectives of staff, community, and policy makers. Help develop meaningful policies, goals, metrics, and performance indicators that lead to successful strategic outcomes and outputs. Create overall organizational design and optimize and prioritize resource allocations based on available financial resources; understand how to braid funding sources to maximize financial sustainability. Advance a culture of health equity and environmental justice within the agency; champion systems, policies, and practices that sustain social equity and justice. Help resolve complex issues with multiple internal and external stakeholders which add value to the overall management of the organization. Serve as the city representative with a variety of political, public, business, and community organizations and foster collaborative relationships to the benefit of the organization. Create and promote a positive, inclusive work environment that supports consistency throughout the organization's strategic and operational methods. Select, train, develop, and evaluate subordinate staff; make decisions on hiring, terminations, promotions and disciplinary actions. Along with all department staff, this position will actively participate on an emergency preparedness and response team to support DDPHE’s responsibilities outlined in the City’s Emergency Operations Plan. This may require being ‘on-call’ from time to time to help respond to emergencies. Additional training commensurate with assigned duties will be provided. Other duties as assigned. Our ideal candidate has some or all the following experience, skills, and characteristics: Demonstrated experience overseeing and/or managing a public health department, division or organization. Demonstrated dedication to effective leadership, talent development and employee engagement. Experience in making difficult and complex decisions related to personnel management, allocation of resources, and organizational structure. Experience in managing a complex budget with multiple and diverse expenditures and revenue streams. Exceptional level of interpersonal skills to include verbal and nonverbal communication, the ability to handle conflict, teamwork, empathy, active listening, and a positive attitude. Experience operationalizing social determinants of health, health equity and environmental justice into programs and work streams. Required Minimum Qualifications Education requirement: Bachelor's Degree in a related field based on a specific position(s). Experience Requirement: Five (5) years of leadership experience, which must have included director-level management responsibilities. One (1) year of management experience must include budget and fiscal oversight responsibility, evaluation of business processes, and policy and decision-making experience with planning and organizing multiple programs, projects, operations or functions. Education/Experience Equivalency: Two (2) years of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education may be substituted for the minimum experience requirements. License/Certifications: By position, requires a valid Driver's License at the time of application.
