Job Description
DAI is seeking Environmental and Social Assessment Experts for short-term assignments in Washington, DC. Candidates should have at least 12 years of experience in areas such as environmental assessment, occupational health and safety, resettlement, and social analysis. Experts will provide technical advisory support and due diligence for large-scale infrastructure projects funded by US Government agencies and multilateral institutions.
DAI seeks to identify experts with relevant technical expertise in the areas listed below to join our roster ahead of anticipated projects These experts will be deployed to work on demand-driven short-term assignments providing due diligence, program oversight activities, and technical advisory support to large-scale infrastructure and investment projects in the energy, transportation, and water sectors funded by US Government agencies and other multilateral institutions.
We invite CVs from highly qualified candidates with experience in one or more of the following areas:
Environmental and Social Assessment:
Carrying out desk reviews of existing documentation including ESIAs, ESMPs, feasibility studies, and design documents to assess environmental risks and compliance;Preparing environmental due diligence reports identifying major environmental risks and opportunities, with proposed mitigation measures and project design recommendations; andAdvising on environmental risk categorization, additional climate and environmental studies required as part of due diligence and assess cost implications of proposed mitigation measures.Reviewing technical documents including preliminary design documents, feasibility studies, ESIAs, ESMPs, and Health and Safety Plans for compliance with IFC Performance Standards (in particular PS 1, 3, 6), World Bank EHS, Equator Principles, and Good International Industry Practice (GIIP).
Occupational Health and Safety:
Reviewing Health and Safety Plans, ESMPs, feasibility studies, and design documents to assess OHS risks, hazards, and compliance with international standards;Preparing OHS-focused due diligence reports identifying major health and safety risks and opportunities, with proposed mitigation measures and project design recommendations;Advising on OHS risk categorization, additional health and safety studies required as part of due diligence, and assess the cost implications of proposed mitigation measures; andReviewing technical documents including preliminary design documents, feasibility studies, ESIAs, ESMPs, and Health and Safety Plans for compliance with IFC Performance Standards (in particular PS 2 and 4), World Bank EHS, and GIIP.
Resettlement, Land Acquisition and Livelihood Restoration:
Reviewing Resettlement Action Plans (RAPs), Resettlement Policy Frameworks, etc. for compliance with IFC Performance Standards 5 and 8,and other Environmental Guidelines;Advising on resettlement risk mitigation strategies and livelihood restoration approaches;Providing oversight of resettlement implementation, including compensation payments, relocation activities, and livelihood restoration programs; andSupporting the development of grievance redress mechanisms for project-affected persons.
Social Analysis, Gender, and Inclusion and Empowerment:
Advising on gender-responsive project design, risk mitigation strategies, and approaches to promote women's economic empowerment;Supporting the integration of social inclusion considerations into stakeholder engagement plans and community consultation processes; andProviding technical guidance and capacity building on social inclusion to agency counterparts and implementing entities.
In general, experts should have at least 12+ years of professional experience in one or more of the areas listed above, an advanced degree, and demonstrated experience working on similar assignments for relevant agencies, such as the Millenium Challenge Corporation, Development Finance Corporation, World Bank, International Finance Corporation, and other relevant agencies. Experts should have experience reviewing the technical components of ESIA’s, ESMPs, RAPs, and other documents in their area(s) of expertise in compliance with established performance standards and accepted international best practices.
