This hybrid role primarily allows remote work with occasional travel for oversight and meetings. The director will oversee environmental impact assessments, mentor staff, and engage with clients. Sequence has been exclusively retained and is currently seeking an accomplished Air Quality, Greenhouse Gas, and Noise Services leader to manage and expand a growing technical practice in the western United States, with a primary focus on California.
Our client, one of the industry’s most reputable and nationally recognized planning and environmental consulting organizations, is widely respected for its longevity, credibility with public agencies, and deep commitment to community-centered planning and environmental stewardship.
This is a highly visible leadership opportunity to take ownership of Air Quality, Climate Change/GHG, and Noise services within a CEQA/NEPA-focused technical practice, with the firm known for its depth of technical expertise, strong agency relationships, and thoughtful approach to environmental review and community impact.
This is currently the industry’s most high-profile position of its kind in the region. A highly visible leadership opportunity to take ownership of Air Quality, Climate Change/GHG, and Noise services within a CEQA/NEPA-focused technical practice, with the firm known for its depth of technical expertise, strong agency relationships, and thoughtful approach to environmental review and community impact.
The role is slated to be based in California and envisioned in a
hybrid capacity –
primarily remote, with travel to regional offices for staff oversight/mentorship, as well as client and project-related meetings. A more in-office arrangement can also be structured, if preferred, within any of the organization’s multiple California offices throughout the state.
The Director serves as the
senior technical and strategic leader
for air and noise services, guiding complex environmental impact assessments for a wide range of development and planning efforts – from site-specific projects to large-scale Specific Plans and General Plans. This position blends technical authority, people leadership, client engagement, and business development, and plays a central role in shaping the firm’s continued growth in the domain across California.
The Opportunity The Director leads a multidisciplinary team of air quality, climate, and noise professionals while working closely with planners, CEQA/NEPA specialists, biological and other resources experts, and community engagement staff. This is a true

, with responsibility for technical excellence, mentorship, client relationships, and the strategic expansion of the practice.

Key Responsibilities
Provide senior technical leadership for air quality, greenhouse gas/climate change, energy, and noise analyses prepared under CEQA, NEPA, and related state and federal regulatory frameworks.
Direct and oversee complex environmental impact assessments for public and private sector projects, including Specific Plans, General Plans, and large-scale development programs.
Lead, mentor, and develop staff across multiple offices, setting standards for technical quality, responsiveness, and professional growth.
Serve as project director and senior reviewer, providing oversight of scopes of work, budgets, schedules, technical studies, and final deliverables.
Guide the use of industry-standard models and tools such as CalEEMod, AERMOD, CALINE, EMFAC, MOVES, HARP, AP-42, SoundPLAN, RCNM, and TNM.
Act as a senior client-facing leader, representing clients at public hearings, stakeholder meetings, and agency coordination sessions.
Lead and support business development efforts, including identifying market opportunities, preparing proposals, participating in interviews, and strengthening long-term client relationships.
Collaborate with firm leadership to shape the strategic direction, reputation, and growth of the Air Quality, Climate Change, and Noise practice (key focus in California).
Qualifications & Experience
Bachelor’s degree in environmental science, physics, meteorology, sustainability, or a related field; a Master’s degree is strongly preferred.
Significant experience in environmental consulting with a focus on air quality, greenhouse gas/climate change, energy, and noise impact assessments.
Deep familiarity with CEQA and NEPA, as well as federal, state, and local air quality and climate regulations, including the Clean Air Act, California Cap-and-Trade, and Scoping Plan.
