Job Description Summary
The Water Conservation Analyst plays a crucial role in developing, implementing, and managing programs that promote efficient water use across industrial, commercial, and municipal sectors. This position focuses on analyzing water consumption data, providing expert technical assistance and education to customers, and fostering key partnerships to ensure compliance with water conservation goals and optimize water efficiency for the city. The analyst’s goal is to help safeguard the community's water resources through strategic conservation efforts and stakeholder engagement.
The ideal candidate will have an associate’s degree or higher in Environmental Science, Business, Horticulture, Irrigation Science, Facility Management, or a related field, and at least four years of experience in water conservation, irrigation, landscape management, data analysis, environmental compliance, or project management. The ideal candidate will have demonstrated the ability to analyze and interpret customer water use data, provide actionable recommendations, and build collaborative relationships with HOAs, commercial partners, schools, and industrial clients. Strong skills in project follow-through, business development, and implementing cost-reduction strategies that reduce water demand are essential. Technical knowledge of landscape irrigation and cooling towers, combined with excellent communication skills to engage diverse stakeholders, will ensure success in this role.

Essential Functions
Data Management and Analysis:Establishes protocols for data collection, inputting data, tracking water use, monitoring compliance, and utilizing analytics software to assess efficiency targets and progress.Analyzes complex water usage data, identifies patterns, calculates compliance metrics, and draws conclusions to inform strategies.Understands common water efficiency targets, benchmarks, and progress indicators.Interprets data, identifies root causes of water waste, and proposes data-driven solutions.Evaluates the effectiveness of water conservation efforts and identifies areas for improvement based on data.
Customer Account Management and Compliance:Manages multiple customer accounts, track various interventions, and maintain comprehensive records efficiently.Establishes and maintains customer account management strategies.Monitors and communicates compliance with water allocations and sets up accounts for water efficiency compliance.Clearly and concisely communicates complex information to diverse audiences (customers, internal stakeholders), both verbally and in writing. This includes explaining compliance requirements and conservation benefits.Technical Assistance and Auditing:Provides technical assistance for indoor and outdoor water efficiency, performs field and individual water audits, and offers assessments to implement conservation techniques.Identifies water waste sources, diagnoses inefficiencies in plumbing and irrigation systems, and troubleshoots issues.Effectively explains complex technical concepts and conservation techniques to a diverse audience (homeowners, business owners, property managers, HOA boards) in a clear, concise, and understandable manner.Compiles audit findings into clear, actionable reports with practical recommendations for water savings and efficiency improvements.Program Development and Management:Identifies challenges in water use, analyzes root causes, and develops creative and practical solutions for increasing efficiency.Analyzes data related to water consumption, program effectiveness, and cost-benefit ratios to inform program improvements and the development of incentives.Researches and integrates new and innovative water conservation technologies and best practices.
Requirements
Formal Education/Knowledge: Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college, resulting in a Bachelor's degree or equivalent.Experience: Minimum three years of experience in a related field.Certifications and Other Requirements: Valid Operator’s Driver’s License.Reading: Work requires the ability to read technical information and data, policies, laws, guidelines, and procedures at a college level.Math: Work requires the ability to perform general math calculations such as addition, subtraction, multiplication, division and percentages, prepare and manipulate spreadsheets or geographic information system tools for projections.Writing: Work requires the ability to write reports (some highly technical, ordinances, policies, and general plan goals, objectives and policies.Managerial: Semi-Complex – Job has no responsibility for the direction or supervision of others, but may provide advice/direction to an employee with less experience/skills or tenure.Budget Responsibility: Position has no fiscal responsibility.Policy/Decision Making: Moderate - The employee normally performs the job by following established standard operating procedures and/or policies. There is a choice of the appropriate procedure or policy to apply to duties. More complex work as well as decisions with more significant impacts are typically reviewed prior to being finalized.Technical Skills: Comprehensive application - Work requires a comprehensive, practical knowledge of a technical field with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization.Interpersonal/Human Relations Skills: High - In addition to the sharing of information, interactions at this level may also include providing advice to others outside direct reporting relationships on specific problems or general policies/procedures. In many of the interactions, contacts may require the consideration of different points of view to reach agreement. Elements of persuasion may be necessary to gain cooperation and acceptance of ideas.

3-MonthGoals
Become familiar with Goodyear Water Conservation’s existing programs, outreach materials, and strategies for water efficiency.Become familiar with landscape watering best practices for Goodyear and the Sonoran Desert.With guidance, participate from start to finish in a residential Home Water Check and an on-residential leak detection visit.With guidance, participate in completing a new upload of landscapes to the Waterfluence water monitoring platform.Understand the current non-residential High Consumption notification process and identify potential improvements.Review and understand existing Standard Operating Procedures and relevant safety policies.
6-MonthGoals
Independently complete a Home or Commercial Irrigation Check, including proper irrigation schedule recommendations.Independently, complete a water-fluenced data upload and alerting strategy for irrigation leaks or high water consumption.Attend and assist with an HOA landscape water meeting either in person or virtually.With guidance, participate in a commercial or industrial water efficiency customer process, including research, identifying water management goals, and on-site assistance or evaluation.Organize and analyze Goodyear’s municipal water meters to assess how water is utilized within the city and incorporate into CRM research.Attend the Smartscape Training Program through the University of Arizona Cooperative Extension.
12-MonthGoals
Establish and adapt a protocol for data collection, input data, and tracking water use of non-residential customers and the impact of receiving water conservation interventions.Independently establish, manage, promote, and improve the non-residential leak detection program and other non-residential incentive programs currently in place.Attend an in-depth cooling tower training program, preferably in person.Contribute to conservation program planning and development for new or existing programs, focusing on logistics, customer interface, and personal workload management.Independently complete a non-residential customer account setup, goal setting, follow-up, and results analysis from start to finish.Begin the process for obtaining a Certified Landscape Irrigation Auditor (CLIA) license.Research options related to a system for monitoring and communicating non-residential customer interaction, and account setup for water efficiency compliance related to baseline allocations per customer. (CRM)
