About the position

The City of Oceanside is seeking a dedicated and experienced Sustainability Program Administrator to lead and manage environmental sustainability initiatives under the Development Services Department. This role is pivotal in providing environmental sustainability leadership and ensuring that the City meets its climate action goals and strategies. The Sustainability Program Administrator will be responsible for overseeing the design, development, and administration of various sustainability programs and projects, ensuring they align with the City Council's adopted policies and the City Manager's directives. In this position, the administrator will plan, implement, evaluate, and promote sustainability efforts that address climate resiliency, including challenges such as wildfires, floods, extreme heat, drought, habitat preservation, and coastal hazards. The role requires monitoring and evaluating the effectiveness of sustainability programs, documenting performance trends, and recommending modifications to enhance program outcomes. The administrator will also be tasked with researching and securing alternative funding sources, including grants and rebate programs, to support the City’s environmental sustainability goals. The Sustainability Program Administrator will develop and manage budgets for assigned programs, ensuring compliance with grant conditions and monitoring expenditures. This includes writing and preparing reports and grant proposals to support program development. Collaboration with other City departments is essential to promote the City’s climate change and sustainability efforts. The administrator will also handle complaints related to program areas and oversee all contracting within these areas, ensuring quality service delivery and adherence to budgetary constraints. Additionally, the role involves interpreting and applying federal, state, and local sustainability laws and regulations to develop City policies that promote compliance and efficiency. The administrator will represent the City in sustainability matters when engaging with public agencies and organizations, ensuring that Oceanside remains a leader in environmental sustainability.

Responsibilities
• Plans, implements, evaluates, manages, coordinates and promotes efforts in alignment with the City's adopted climate action goals and strategies.

• Plans and supports efforts related to climate resiliency, including wildfire, flood, extreme heat, drought, habitat preservation and coastal hazards adaptation strategies.
,
• Monitors and evaluates program effectiveness; documents performance trends; and recommends and implements modifications to improve program effectiveness.

• Researches and obtains alternative funding sources, including grants and rebate programs to support environmental sustainability programs and goals.

• Develops and administers budget(s) for assigned programs and/or projects; assesses financial and operational viability of projects and recommendations; monitors expenditures to ensure compliance of grant conditions and grant disbursement processes.

• Writes and prepares a wide variety of reports and grant proposals to support program development.

• Collaborates with other City departments to promote the City's adopted climate change and environmental sustainability efforts.

• Directs and participates in the investigation and resolution of complaints related to assigned program areas, activities, and contracts.

• Tracks expenditures; projects future funding needs; identifies appropriate and available funding sources; prepares applications to various grant programs; manages grants; processes invoices; maintains relevant records and documentation.

• Monitors, interprets, and applies federal, state, and local sustainability laws and regulations in order to develop City policies that ensure compliance and optimal efficiency, effectiveness, and economy.

• Represents the City in matters associated with sustainability programs when working with public agencies, non-governmental organizations, and others.

• Oversees all contracting within program areas, prepares requests for proposals and quotes, analyzes contractors' proposals, selects contractors, ensures quality of products and services delivered, and tracks expenditures against approved budget.

Requirements
• Five years of progressively responsible professional experience related to sustainability, environmental programs, energy management, project or program development and management, or solid waste program administration.

• A Bachelor's degree from an accredited college or university in environmental science, engineering, social science, urban planning, public policy, public or business administration or a related field.

• A Master's degree in planning, public administration, business administration or related field is desirable.
