Job Description

The State of New Mexico is hiring a Senior Environmental Specialist to ensure compliance with environmental regulations for the New Mexico Army National Guard. Responsibilities include managing solid and hazardous waste, air emissions, and various environmental programs. The role requires strong organizational and communication skills. The position is based in Santa Fe, NM, and involves direct interaction with military personnel and environmental compliance efforts.

It is the intent of the Adjutant General that the New Mexico Army National Guard (NMARNG) will provide functional and well-maintained facilities to enable our dedicated Soldiers to effectively and efficiently work and train, while attracting new recruits. We will systematically renovate our facilities and infrastructure with major conditions and configuration deficiencies with modern and energy efficient facilities. This is imperative to improving critical warfighting capabilities and to improve unit readiness.


Why does the job exist?




This position will support the NM National Guard achieving and sustaining compliance with Federal, State, and Local regulations, and or Pollution Prevention and Reduction through the management of Resource Conservation and Recovery Act (RCRA) solid waste and hazardous waste, Toxic Release Inventory (TRI), air emissions under the Clean Air Act (CAA), the Emergency Planning and Community Right-to-Know Act (EPCRA), assisting with Aboveground Storage Tank management and Spill Prevention, Spill Preventive Control and Countermeasures (SPCC) plans, Clean Water Act (CWA) programs, compliance clean-up activities under programs such as the Defense Environmental Restoration Program (DERP), Military Munitions Response Program (MMRP), Comprehensive Environmental Response Compensation and Liabilities Act (CERCLA), along with providing professional guidance, leadership, and focus on Soldier Care assistance. Additional duties, involvement, and interaction will be required with Conservation Section personnel and programs for Integrated Cultural Resources Management Plan (ICRMP) and/or National Historic Preservation Act (NHPA) Programmatic Agreements, Integrated Natural Resources Management Plans (INRMPs), Integrated Wildland Fire Management Plans (IWFMP), Integrated Pest Management Plans for management of pesticide programs, range land, wildland fire, historical built environment, cultural and culturally sensitive sites, and compliance with the National Environmental Policy Act of 1969 (NEPA).


How does it get done?




This position will manage, implement, and maintain programs in accordance with all applicable laws, regulations, policies, and fund control issues relating to the management of environmental compliance programs and considerations. Responsibilities will include but are not limited to accountability and reporting for Resource Conservation and Recovery Act (RCRA) solid waste and hazardous waste , Toxic Release Inventory (TRI), air emissions under the Clean Air Act (CAA), the Emergency Planning and Community Right-to-Know Act (EPCRA), and compliance clean-up activities under programs such as the Defense Environmental Restoration Program (DERP), Military Munitions Response Program (MMRP), Comprehensive Environmental Response Compensation and Liabilities Act (CERCLA). Additionally, will assist with management and administration of Aboveground Storage Tank, Spill Prevention, Spill Preventive Control and Countermeasures (SPCC) plans, and the Clean Water Act (CWA) programs. Administrative, organizational, and communication skills are utilized in day-to-day operations

Minimum Qualification




Bachelor's Degree in Physical, Natural, or Environmental Science, Soil Science, Engineering, or Chemistry and four (4) years of experience in public/environmental health, environmental science, animal science, natural science, biological science, physical science, air quality management, engineering, chemistry, geology, hazardous waste management, wildlife management, and/or water resources. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience


Employment Requirements




Employment is subject to background check and is conditional pending results. Must possess and maintain a valid Driver's License with no limitations or restrictions. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.


Working Conditions




The position will require extended periods of time standing/seated in front of a computer. The person must be able to operate a computer, keyboard, and mouse, and be able to use standard software and operating systems. Approximately 33% of work will be performed in an outdoor environment exposed to extreme temperatures, wet/humid conditions, noise, tool / machinery vibration, fumes, odors, dusts, and mechanical, electrical, and chemical hazards. This person must be able to lift and carry at least 25lbs. This position will require occasional 1) travel, 2) overnight travel, 3) night/weekend/holiday work, and 4) call-back work. Good interpersonal skills are required as customer requests will arrive by phone or in-person
