The Idaho Transportation Department is hiring a Senior Environmental Planner National Environmental Policy Act (NEPA) to provide environmental support and NEPA compliance for transportation projects for our Headquarters located in Boise, ID. This position will work as a member of a team of environmental and engineering professionals to deliver Federal-aid and State-aid, highway, bridge and other linear transportation construction projects in Idaho. This position will focus on completing the environmental processes required to comply with NEPA, deliver, and construct statewide projects. This position requires working in a deadline driven environment, balancing multiple priorities, and engaging in complex problem solving while providing support to operational staff in environmental compliance.

Occasional fieldwork and travel may be required.

EXAMPLE OF DUTIES

Expect to function as both a generalist (provide support in multiple environmental resource areas) and as a specialist (provide subject matter expertise in at least one environmental resource area)Expect to do work related to NEPA including endangered species, fish and wildlife, wetlands, water quality, socioeconomic analysis, hazardous materials, air quality, traffic noise, and permittingExpect to work on both projects and program level activitiesServe as a subject matter expertServe as technical support to the Federal Highway Administration, ITD, or local government staff in environmental resource areasAs an independent peer reviewer, provide project document quality control, review for sufficiency, technical accuracy and compliance with ITD procedures and state and federal regulatory requirementsProvide project document quality control, reviewing for sufficiency, technical accuracy and compliance with ITD procedures and federal regulatory requirements.Make determinations of project effects on environmental resourcesCoordinate with federal and state agencies, tribal staff, and consultant firms as neededReview, recommend, author, and implement procedures, policy, and guidanceReview, interpret and recommend comments on proposed rulemakingDevelop process improvement and/or streamlining toolsDevelop or support training and/or presentationsMINIMUM QUALIFICATIONS

Considerable knowledge of:

Environmental concepts and principlesEnvironmental planning methods and impacts associated with transportation project location, design, and constructionMethods involved in collecting, analyzing, and organizing dataSome knowledge of:

Engineering concepts relating to environmental planningExperience:

Making public presentations of technical study findingsDeveloping plans for mitigation measuresMQ Specialties:
