Proposal Manager – Job Description Employer InformationEnvironmental Restoration, LLC (ER) is 100% employee owned and a provider of cost-effective hazardous wastes material management and removal services. Our services include Emergency Response, Site Remediation, Environmental Construction, and Specialty Technical Services. Since 1997, we have been a remediation contractor for federal, state, local agencies and private sector clients, providing services nationwide from our St. Louis corporate headquarters and from ER regional offices. Role Summary / PurposeThe Proposal Manager leads the development of compliant, high-quality, and competitive proposals that position the company for successful contract awards. This role manages the full proposal lifecycle—from solicitation review and strategy development through final submission—ensuring alignment with client requirements, company standards, and brand consistency. By coordinating technical contributors, leadership, and compliance documentation, the Proposal Manager transforms complex technical and operational input into clear, compelling, audit-ready proposals that support long-term growth. Key ResponsibilitiesLead proposal strategy, compliance, and submission activities for EPA and related federal opportunities.Review and interpret solicitations (e.g., RFPs/RFQs), identify requirements, and develop a compliant proposal outline, schedule, and content plan.Coordinate cross-functional contributors (technical staff, operations, pricing, and leadership) to collect inputs, resolve gaps, and maintain deadlines.Ensure proposal compliance, accuracy, and completeness, including representations and certifications and all required compliance artifacts.Edit and format proposal sections for clarity, consistency, and brand alignment; integrate content into a cohesive, compelling narrative.Maintain current proposal support materials (e.g., resumes, graphics, organizational charts, past performance, and other reusable content).Provide capture/proposal support by supplying historical contract data, lessons learned, and reusable content to improve efficiency and win probability.Prepare audit-ready final submissions and support internal reviews (e.g., color team reviews) through final production and delivery.Required QualificationsExperience managing the end-to-end proposal lifecycle for federal solicitations.Demonstrated ability to interpret RFP/RFQ requirements and build compliant proposal structures, matrices, and schedules.Proven project management skills, including coordinating multiple contributors and meeting hard deadlines.High attention to detail and quality, with the ability to produce audit-ready submissions.Proficiency with Microsoft Office (Word, Excel, PowerPoint), including advanced Word formatting and document control.Exceptional Organizational Skills.Preferred QualificationsExperience with Government solicitations and/or environmental services, remediation, or related technical domains.Strong writing, editing, ability to translate technical content into clear, persuasive proposal language.Experience supporting capture activities, reuse libraries, and lessons-learned processes.Familiarity with federal contracting terminology and compliance documentation (as applicable to proposals).Experience facilitating structured proposal reviews (e.g., Pink/Red/Gold Teams).Core Skills amp; CompetenciesProposal strategy and win-theme developmentCompliance management and requirement traceabilityStakeholder and contributor coordinationTechnical editing and content integrationDocument production, formatting, and version controlRisk management and issue resolution under tight deadlinesContinuous improvement through reuse and lessons learnedWhy work for Environmental Restoration?Competitive wages100% Employee Owned and OperatedCareer growth potentialComprehensive health benefits coverage401K eligibility after one year with company matchPaid time off and company paid trainingPositive and safe work environmentsHealth and Safety is our #1 priority: PROS – Pause, Review, Observe, StartEnvironmental Restoration LLC is an equal opportunity employer, and as such, all qualified applicants will receive consideration for employment without regard to race, color, religion, age, genetic information, ancestry, sex, sexual orientation, gender identity, disability, status as a protected veteran, or national origin.
