Job Description

The State of Maryland is seeking a Principal Energy and Sustainability Data Analyst to manage the Utility Bill Centralization program and support sustainable purchasing data analysis. The role involves analyzing energy data and greenhouse gas emissions, requiring strong skills in Microsoft Suite and data management tools. Candidates need six years of relevant experience or equivalent educational qualifications. This position offers a hybrid work schedule.
Introduction

LOCATION OF POSITION

Baltimore City - 301 W. Preston Street, Baltimore, MD 21201

Main Purpose of Job

Manage the roll out of the Utility Bill Centralization (UBC) program, and support the Green Purchasing Program Manager in data analysis and report preparation related to sustainable purchasing. Also, support the Chief, Energy Market Solutions & Special Projects in various functions involving detailed analysis of complex energy data records and detailed utility billing records, and Greenhouse Gas Emissions tracking.

This position is eligible for a hybrid work schedule.

Minimum Qualifications

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

• Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
• Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
• Candidates may substitute the possession of a Master's degree from an accredited college or university for five years of the required experience.
• Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

Desired Or Preferred Qualifications

Strong preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding all qualifications.

Proficient in Microsoft Suite (particularly Excel) and Google Sheets.

Experience analyzing energy data and Greenhouse Gas Emissions.

Experience designing or improving data collection, validation, or reporting workflows.

Working with relational databases or data management tools (e.g., SQL, ETL platforms).

Strong organizational skills with the ability to manage communications with multiple stakeholders.

Strong communication skills with the ability to translate complex data findings into actionable insights for non-technical stakeholders.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

The eligibility list will be valid for one year and may be extended. The list will be used by the hiring authority to select employees for interviews. Eligible lists may be used to fill future vacancies of the same classification.

Please note, selected candidates may be required to complete and successfully pass a State and Federal fingerprint background check prior to being hired.
