The International Institute for Sustainable Development (IISD) seeks a Policy Analyst for Energy Transition Tracking in Toronto, ON. The role involves managing data tools, analyzing energy policy support, and collaborating with various organizations to promote the shift from fossil fuels to renewable energy. Our big-picture view allows us to address the root causes of some of the greatest challenges facing our planet today—ecological destruction, social exclusion, unfair laws and economic rules, a changing climate. We work closely with international institutions such as the Beyond Oil & Gas Alliance (BOGA), Friends of Fossil Fuel Subsidy Reform, the Organisation for Economic Co-operation and Development (OECD), the International Energy Agency (IEA), the United Nations Environment Programme (UNEP), the International Labour Organization (ILO), the World Bank, the World Trade Organisation (WTO), the International Renewable Energy Agency (IRENA), and international non-governmental organization (NGO) partners. Our approach is hands-on through country-level research and outreach in Canada, India, Indonesia, and South Africa, as well as via international forums such as the G7, the G20, the United Nations Framework Convention on Climate Change (UNFCCC), and the Sustainable Development Goals (SDGs). About the Position The world is at a critical moment of delivering ambitious climate action while tackling several other crises. By establishing the new role of Policy Analyst, Energy Transition Tracking, IISD Energy is looking for a quick learner who is keen on sustainable development, eager to work with databases, good at quantitative analysis, and has sharp attention to detail. The Policy Analyst will support databases and evidence-based tools to improve the transparency and accountability of energy policies in G20 countries and other economies. The goal of this work is to shift government support from fossil fuels to renewable energy while leaving no one behind. The Policy Analyst, Energy Transition Tracking, will support the consolidation and development of IISD Energy’s offering of data and indicators on policies supporting clean energy versus fossil fuels. The successful applicant will work on data collection, data analysis, and communications for these tools. The Policy Analyst will also be actively involved in IISD Energy’s network of collaborations with other research and civil society organizations in the G20 and other countries (for example, see the list of partners of the Energy Policy Tracker). Key areas of responsibility will include but not be limited to managing the IISD Energy’s data tools: In collaboration with other IISD Energy experts, identifying, quantifying and evaluating various measures of government support for energy (direct budgetary transfers, tax expenditures, price regulations, public finance, state-owned enterprise investments and other forms of support) Collecting, reviewing, and logging in data according to the agreed methodologies and templates for the Energy Policy Tracker (currently under revamp), the Fossil Fuel Subsidy Tracker, SDG Indicator 12.c.1., GSI integrated fiscal (IF) model, various inventories of energy subsidies and other energy policies. In collaboration with and under the supervision of other IISD Energy experts, contributing to the development of IISD Energy data tools. Developing and contributing to various data-based research products by IISD Energy, such as G20 Scorecards on fossil fuels and clean energy funding. Promoting the IISD Energy data tools as instruments to support other organizations’ research and ultimate policy change, contributing to IISD outreach linked to the data tools. Presenting and communicating IISD’s work to a variety of audiences. Liaising with other organizations that are IISD’s strategic partners for data (e.g., the OECD, UNEP) About the Successful Applicant The successful applicant will be a quick learner with experience and a keen interest in the analysis of policies and data on climate and energy, sustainable development, fiscal and public finance issues, and international cooperation. They will be confident working with numbers and demonstrate evidence of critical thinking and attention to detail. The successful applicant will also have: A minimum of a bachelor’s degree or equivalent in a relevant field (e.g., economics, finance, statistics, data analysis, sustainable energy, international and development studies, political science, engineering, sociology, or interdisciplinary studies). A minimum of two years of relevant work experience in one or several of the following areas: policy research, climate and energy finance, statistics, international cooperation. Understanding of fossil fuel subsidy typology would be considered an advantage. Experience in quantitative and qualitative research methods for policy analysis.
