The City and County of San Francisco is seeking a Manager II - ClimateSF Program Manager to lead a multi-agency effort focused on climate resilience. Responsibilities include developing strategic policies, managing a ClimateSF charter, coordinating with various city departments, and engaging with stakeholders. Position Description:

The 0923 Manager II - ClimateSF Program Manager is a high-level administrative and policy-influencing position who plans, organizes, facilitates, and leads a major multi-agency effort that advances collective resilience goals. The Program Manager convenes a multi-agency team including Office of Resilience and Capital Planning, Planning Department, SF Public Utilities Commission, Public Works, Port of San Francisco, SF Environment, and SF Metropolitan Transportation Agency, and San Francisco Airport. Engagement with other partnering agencies may include Recreation and Parks Department, Department of Emergency Management, Department of Public Health, Office of Racial Equity, and others. The Program Manager maintains the program charter and develops program work plans. The Program Manager, working with the core team and partner agencies, will be responsible for developing key deliverables, which may include the following:
• Legislative and advocacy strategies at state and federal levels;
• Shared funding and financing plans by geography or issue;
• Coordinated responses to grant opportunities and budget requests;
• Implementation of climate resilient building and planning code updates;
• ClimateSF communication tools, e.g., webpage, newsletter, talking points;
• Coordinated community engagement that informs City priorities;
• ClimateSF performance measures and progress reporting

Essential Duties and Responsibilities:
• Develop, manage, and maintain a ClimateSF charter and work program to help advance, align and integrate San Francisco’s Climate Resilience efforts; Evaluate program efficacy annually and make operational adjustments as needed.
• Lead development of strategic policy, funding, and implementation projects relating to climate resilience.
• Convene the multi-agency team at the staff, deputy, and director levels and serve as primary Climate Resilience point of contact for other city agencies and external stakeholders.
• Advise and act as a resource to the City Administrator, Chief Resilience Officer, and Directors and senior managers from other core agencies on climate resilience policy issues.
• Manage the climate resilience work as assigned; advise and oversee the related consultant contract procurement process; develop interagency MOUs as needed; monitor, evaluate and improve the performance of subordinates and consultants.
• Represent and/or support others representing the City on climate resilience planning and policy initiatives to various bodies, including: City Boards and Commissions, local, regional, and state agencies, community and business organizations, and other groups.
• Class 0923 Manager II perform other duties as assigned.

Job Location

The position is with the San Francisco Public Utilities Commission, but will be seated within the Office of Resilience and Capital Planning located in City Hall, the seat of government for the City and County of San Francisco.
