Job Description

The City of Atlanta seeks an Information Technology Specialist to install, troubleshoot, and maintain computer systems. Responsibilities include supervising staff, managing teleprocessing systems, providing technical support to city departments, and ensuring system operations. The role requires effective communication with vendors and city officials. The position involves hands-on work with equipment and may require on-call availability for emergencies.
The purpose of this job is to perform a variety of computer installing, troubleshooting and maintaining for an assigned area.department. Duties include, but are not limited to: supervising staff; directing activities; managing teleprocessing systems; overseeing mainframes and various computer peripherals; writing operations maintenance programs, and operational procedures manuals; providing technical and data support to other city service departments; and performing additional tasks as assigned.

Essential Duties and Responsibilities

Work Delegation:

Supervises, directs and evaluates assigned staff, handling employee concerns and problems, directing work, scheduling, counseling, disciplining and completing employee performance appraisals.

Substitutes for other supervisors in their absence, as necessary.

Productivity and Accountability:

Coordinates installationinstallationinstallationinstallationinstallationinstallationinstallationInstalls and implementation ofofofofofofofimplements new telecomtelecomtelecomtelecomtelecomtelecomtelecomcomputer equipment and some software programs; writes maintenance and procedures manuals for routine operations.

Performs routine follow-up calls to ensure proper operation of systems.

Provides delivery and maintenance services for telecomtelecomtelecomtelecomtelecomtelecomtelecomcomputers and mobile units.

Performs troubleshooting and corrective measures with precision and speed to stay on schedule for daily maintenance and emergencies.

Works within deadlines to have equipment installed, implemented and useruseruseruseruseruserusercomputer operators trained.

Communication:

Interacts with hardware vendors and consultants regarding equipment needs, changes and troubleshooting problems.

Answers telephone and is on call to respond to technical questions, requests and emergencies.

Offers technical and data support to the departments and agencies of the City of Atlanta government.

Answers service calls within every department in the City government, therefore interaction with city officials, department directors and staff may be stressful and professionalism and demeanor are required.

Quality Assurance:

Answers service calls promptly, and takes corrective measures quickly or notifies appropriate personnel to assist computer operators regain fully operational status.

Performs follow-up surveys to ensure that computer systems are operational and problems have been resolved.

Problem Identification and Solution:

Troubleshoots telecomrtelecomrtelecomrtelecomrtelecomrtelecomrtelecomrcomputer problems over the telephone and in the field to ensure that exact corrective measures are taken.

Troubleshoots computer problems from terminal connectors, wiring, phone lines, to the controller and either performs corrective procedures or reports abnormal work conditions to supervisor.

Examines telecomtelecomtelecomtelecomtelecomtelecomtelecomcomputer systems routinely to ensure that proper care is maintained. Writes maintenance manuals and maintains scheduled maintenance of computer systems to prevent damage to systems.

Employee Development:

Reviews personal performance appraisals with immediate supervisor and sets goals for the future to enhance job performance within the Administrative Services Departmental goals

Attends seminars and specific training classes to maintain knowledge of changes and opportunities for increasing productivity in Management Information Systems.

Administrative Duties:

Prepares and types weekly, monthly and annual reports for the maintenance, installations and down time for the telecomrtelecomrtelecomrtelecomrtelecomrtelecomrtelecomrcomputer systems of the City of Atlanta.

Types letters to telecomtelecomtelecomtelecomtelecomtelecomtelecomcomputer users, vendors and consultants to keep abreast, and inform others of changes within the various telecomtelecomtelecomtelecomtelecomtelecomtelecomcomputer systems in the City government.

Record Keeping and Documentation:

CompilesCompilesCompilesCompilesCompilesCompilesCompilesMaintains daily trouble log for telecomtelecomtelecomtelecomtelecomtelecomtelecomcomputer system downtown, which is necessary to complete the weekly down time and trouble reports.

Maintains and prepares the monthly installation and on call reports.

Interpersonal Relations:

Works in stressful situations and must be able to perform work duties in a professional and calm manner.

Interacts with all levels of City employees with co-operation and professionalism.

Knowledge of Job

Has the ability to compile, organize, prepare and maintain an assortment of records, reports and information in an effective manner and according to departmental and/or governmental regulations. Has the ability to communicate effectively with supervisors, and other staff members. Has the ability to use independent judgement in routine and non-routine situations. Has the mathematical ability to handle required calculations. Is able to utilize and understand computer applications and techniques as necessary in the completion of daily assignments. Has the ability to plan, organize and prioritize daily assignments and work activities. Is able to comprehend and apply regulations and procedures of the department. Is capable of working under a minimum degree of stress related to duties that require constant attention to detail and tight deadlines. Has good working knowledge of computer, and information systems procedures and methods as required in the performance of duties.Bachelor's degree in Computer Science, Information Science or a related field required, one year of computer, operations/technology experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess a valid Georgia driver's license.
