About the position
The City of Fremont's Community Development Department is seeking an Environmental Services Administrator (Sustainability Manager) to lead initiatives aimed at enhancing sustainability and environmental protection within the community. This role is pivotal in helping Fremont realize its vision of becoming a strategically urban and sustainable community as outlined in the City's General Plan. The department's activities encompass a wide range of responsibilities, including providing professional assistance to developers, contractors, businesses, and homeowners, preserving open spaces, and planning for high-quality urban residential and commercial developments. The department also focuses on maintaining and increasing the diversity of housing options available to the community. As the Environmental Services Administrator, you will be responsible for planning, organizing, directing, and participating in the administration of various program areas within the Environmental Services Division, such as integrated solid waste management, urban runoff, and environmental sustainability and climate protection. This position requires strategic oversight of initiatives, contracts, and program outcomes, ensuring compliance with regulatory obligations while representing the City in various intergovernmental committees and authorities. You will also be tasked with developing and implementing policies and procedures, managing budgets, and overseeing the work of professional and technical staff. In addition to managing the City's exclusive franchise contract for waste collection and disposal, you will lead the formulation of the City's long-term sustainability vision and Climate Action Plan (CAP). This includes promoting sustainable practices across City departments and securing funding for sustainability efforts. The role also involves public education and outreach, preparing reports for regulatory agencies, and engaging with community groups to foster participation in environmental initiatives. Your leadership will be crucial in driving the City's sustainability agenda and ensuring effective program delivery.
Responsibilities
• Plan, organize, direct, and participate in the administration of assigned program areas within the Environmental Services Division.

• Develop and implement policies and procedures for assigned program area.

• Evaluate operations and activities of assigned program area; determine program priorities and implement improvements.

• Participate in budget preparation and administration; prepare cost estimates and monitor expenditures.

• Manage the City's exclusive franchise contract for waste collection and disposal.
,
• Lead the formulation and implementation of the City's Climate Action Plan (CAP).
,
• Administer contracts including developing requests for proposals and overseeing the bidding process.
,
• Manage public education, marketing, and outreach programs for assigned program area.
,
• Prepare and coordinate public events to support program objectives and encourage community participation.
,
• Establish relationships with media and community organizations to promote division objectives.
Requirements
• Master's degree in Environmental Science, Urban Planning, or a related field.

• Five years of progressively responsible experience in environmental sustainability, climate protection, or integrated solid waste management.

• Supervisory experience is highly desirable.
,
• Knowledge of environmental sustainability principles and practices, integrated solid waste management, and urban runoff management.

• Ability to analyze complex technical data and prepare clear reports.
Nice-to-haves
• Experience with grant administration and proposal development.
